V\u011bt\u0161ina developer\u016f m\u00e1 s t\u011bmito projekty praktick\u00e9 zku\u0161enosti a pl\u00e1nuje s nimi pracovat i v budoucnu. Brownfieldy b\u00fdvaj\u00ed \u010dasto v atraktivn\u00edch lokalit\u00e1ch, jejich revitalizace je ale n\u00e1ro\u010dn\u00e1. Z\u00e1jem o n\u011b se i p\u0159esto neust\u00e1le zvy\u0161uje, proto\u017ee jejich efektivn\u00ed vyu\u017eit\u00ed p\u0159in\u00e1\u0161\u00ed m\u011bst\u016fm a obc\u00edm v\u00fdznamn\u00e9 v\u00fdhody. Vypl\u00fdv\u00e1 to ze&nbsp;Studie developersk\u00fdch spole\u010dnost\u00ed H2\/2024, kterou zve\u0159ejnila analytick\u00e1 spole\u010dnost CEEC Research.<\/strong><\/p>\n\n\n\n<p>Revitalizace brownfield\u016f \u010dasto p\u0159edstavuj\u00ed v\u00fdzvu, ale z\u00e1rove\u0148 i p\u0159\u00edle\u017eitost. Velk\u00e9 procento z opu\u0161t\u011bn\u00fdch nebo zanedban\u00fdch pozemk\u016f se nach\u00e1z\u00ed v atraktivn\u00edch m\u011bstsk\u00fdch lokalit\u00e1ch s dobrou infrastrukturou, co\u017e je l\u00e1kav\u00e9 pro developery, z nich\u017e 94 % uvedlo, \u017ee by m\u011bli z\u00e1jem vyu\u017e\u00edt brownfieldy pro sv\u00e9 budouc\u00ed projekty.<\/p>\n\n\n\n<p>\u0158editel spole\u010dnosti CEEC Research, <strong>Michal Vacek<\/strong> \u0159\u00edk\u00e1: <em>\u201e<\/em><em>Snahou developer\u016f je bezpochyby p\u0159ipravovat projekty v&nbsp;atraktivn\u00edch lokalit\u00e1ch, aby zv\u00fd\u0161ili z\u00e1jem o koupi a jejich tr\u017en\u00ed hodnotu. Varianta revitalizace brownfield\u016f jde ruku v ruce s p\u0159edchoz\u00edmi argumenty, proto\u017ee vn\u00edm\u00e1m velk\u00e9 mno\u017estv\u00ed t\u011bchto vyu\u017eiteln\u00fdch ploch ve velk\u00fdch m\u011bstech, jako je Praha, Brno, ale i dal\u0161\u00ed. Rozhodn\u011b se jedn\u00e1 o zaj\u00edmav\u00e9 investi\u010dn\u00ed p\u0159\u00edle\u017eitosti, na jejich\u017e revitalizaci maj\u00ed z\u00e1jem nejenom investo\u0159i, ale i majitel\u00e9 t\u011bchto zch\u00e1tral\u00fdch pozemk\u016f, mezi n\u011b\u017e z velk\u00e9 \u010d\u00e1sti pat\u0159\u00ed m\u011bstsk\u00e9 \u010d\u00e1sti. Dokazuje to letit\u00e1 praxe.\u201c<\/em><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.gnews.cz\/wp-content\/uploads\/2024\/11\/brownfield.png\" alt=\"\" class=\"wp-image-16349\"\/><\/figure>\n\n\n\n<p>V\u00fdstavbu na brownfieldu je nutn\u00e9 koncep\u010dn\u011b zasadit do st\u00e1vaj\u00edc\u00edho \u00fazem\u00ed. Hlavn\u00ed v\u00fdhodu vid\u00ed 68 % respondent\u016f pr\u00e1v\u011b ve vyu\u017eit\u00ed ji\u017e zastav\u011bn\u00e9ho \u00fazem\u00ed, kter\u00e9 p\u0159in\u00e1\u0161\u00ed zhodnocen\u00ed prostoru a jeho lep\u0161\u00ed vyu\u017eitelnost v m\u011bstsk\u00fdch oblastech. Dal\u0161\u00ed v\u00fdznamnou v\u00fdhodou je, podle 19 % dot\u00e1zan\u00fdch, zlep\u0161en\u00ed ekologick\u00fdch podm\u00ednek v lokalit\u011b \u2013 odstran\u011bn\u00ed star\u00fdch kontaminovan\u00fdch staveb a revitalizace p\u016fdy. To pom\u00e1h\u00e1 obnovit kvalitu \u017eivotn\u00edho prost\u0159ed\u00ed v&nbsp;m\u00edst\u011b. Krom\u011b toho 10 % developer\u016f zmi\u0148uje, \u017ee revitalizace brownfield\u016f zvy\u0161uje hodnotu okoln\u00edch nemovitost\u00ed, co\u017e m\u016f\u017ee pozitivn\u011b ovlivnit cel\u00fd region.<\/p>\n\n\n\n<p><strong>Mezi nejv\u00fdznamn\u011bj\u0161\u00ed p\u0159ek\u00e1\u017eky, kter\u00e9 komplikuj\u00ed nebo zpomaluj\u00ed revitalizaci brownfield\u016f, pat\u0159\u00ed vysok\u00e9 n\u00e1klady na dekontaminaci p\u016fdy, odpor m\u00edstn\u00edch obyvatel a slo\u017eit\u00e9 administrativn\u00ed procesy.<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.gnews.cz\/wp-content\/uploads\/2024\/11\/brownfield1.png\" alt=\"\" class=\"wp-image-16350\"\/><\/figure>\n\n\n\n<p>Dekontaminaci p\u016fdy uvedlo jako hlavn\u00ed p\u0159ek\u00e1\u017eku 63 % respondent\u016f. P\u016fvodn\u00ed pr\u016fmyslov\u00e9 vyu\u017eit\u00ed \u010dasto zanech\u00e1v\u00e1 p\u016fdu kontaminovanou chemik\u00e1liemi nebo nebezpe\u010dn\u00fdmi l\u00e1tkami, kter\u00e9 mus\u00ed developer p\u0159ed v\u00fdstavbou odstranit. A to je velmi n\u00e1kladn\u00e9. Develope\u0159i uv\u00e1d\u011bj\u00ed, \u017ee v\u00fdstavba na brownfieldech je v pr\u016fm\u011bru o 14 % dra\u017e\u0161\u00ed ne\u017e v\u00fdstavba na \u201ezelen\u00e9 louce\u201c. Krom\u011b dekontaminace v\u00fdstavbu prodra\u017euje demolice st\u00e1vaj\u00edc\u00edch objekt\u016f anebo technick\u00e9 komplikace, kter\u00e9 b\u00fdvaj\u00ed \u010dast\u00e9 na t\u011bchto pozemc\u00edch.<\/p>\n\n\n\n<p><em>\u201eVzhledem k rozr\u016fst\u00e1n\u00ed m\u011bst se tyto are\u00e1ly dost\u00e1vaj\u00ed z periferie do m\u011bstsk\u00e9 z\u00e1stavby. Jsou to tedy dnes ji\u017e m\u00edstn\u011b zaj\u00edmav\u00e9 pozemky, bohu\u017eel, v\u011bt\u0161inou zat\u00ed\u017een\u00e9 ekologick\u00fdmi z\u00e1t\u011b\u017eemi. Tak\u017ee jejich revitalizac\u00ed doch\u00e1z\u00ed i k odstra\u0148ov\u00e1n\u00ed t\u011bchto z\u00e1t\u011b\u017e\u00ed,\u201c <\/em>\u0159\u00edk\u00e1 <strong>Lubor Ho\u010f\u00e1nek<\/strong>, \u010dlen p\u0159edstavenstva VP\u00da DECO Praha.<\/p>\n\n\n\n<p>D\u00e1le 50 % dot\u00e1zan\u00fdch uvedlo, \u017ee nar\u00e1\u017e\u00ed na odpor m\u00edstn\u00edch obyvatel, kter\u00fd vypl\u00fdv\u00e1 z&nbsp;obav, jak\u00e9 dopady na okol\u00ed bude m\u00edt budouc\u00ed v\u00fdstavba. M\u00edstn\u00ed zastupitelstva m\u00edvaj\u00ed mnohdy nesmysln\u00e9 finan\u010dn\u00ed po\u017eadavky, kter\u00e9 od\u016fvod\u0148uj\u00ed jako kompenzaci m\u00edstn\u00edch z\u00e1jm\u016f.<\/p>\n\n\n\n<p>Develope\u0159i se \u010dasto setk\u00e1vaj\u00ed i s&nbsp;byrokratick\u00fdmi p\u0159ek\u00e1\u017ekami (44 %), nutnost\u00ed zm\u011bny \u00fazemn\u00edho pl\u00e1nu, nedostatkem podpory od st\u00e1tu anebo nedostatkem informac\u00ed a studi\u00ed o lokalit\u011b.<\/p>\n\n\n\n<p>V \u0159ad\u011b evropsk\u00fdch zem\u00ed, nap\u0159\u00edklad ve Velk\u00e9 Brit\u00e1nii nebo v Nizozem\u00ed, jsou brownfieldy revitalizov\u00e1ny d\u00edky c\u00edlen\u00e9 podpo\u0159e st\u00e1tu, zjednodu\u0161en\u00fdm legislativn\u00edm proces\u016fm a siln\u00e9mu zapojen\u00ed m\u00edstn\u00edch komunit. V \u010cesk\u00e9 republice podobn\u00e1 podpora zat\u00edm chyb\u00ed a developery tak nejv\u00edce brzd\u00ed slo\u017eit\u00e9 legislativn\u00ed procesy. Podle pr\u016fzkumu spole\u010dnosti CEEC Research by a\u017e 75 % \u0159editel\u016f developersk\u00fdch spole\u010dnost\u00ed uv\u00edtalo zjednodu\u0161en\u00ed legislativn\u00edch proces\u016f. D\u016fle\u017eit\u00fdm opat\u0159en\u00edm je zv\u00fd\u0161en\u00ed finan\u010dn\u00ed podpory a dotac\u00ed, kter\u00e9 by pomohlo sn\u00ed\u017eit n\u00e1klady spojen\u00e9 s n\u00e1ro\u010dnou revitalizac\u00ed. Zapojen\u00ed komunit a z\u00edsk\u00e1n\u00ed podpory m\u00edstn\u00edch obyvatel by tak\u00e9 v\u00fdrazn\u011b pomohlo projekty urychlit.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.gnews.cz\/wp-content\/uploads\/2024\/11\/brownfield2.png\" alt=\"\" class=\"wp-image-16351\"\/><\/figure>\n\n\n\n<p>V&nbsp;\u010cesk\u00e9 republice je situace, bohu\u017eel, jin\u00e1 ne\u017e ve v\u00fd\u0161e zm\u00edn\u011bn\u00fdch evropsk\u00fdch zem\u00edch. A\u017e 78 % dot\u00e1zan\u00fdch developer\u016f uvedlo, \u017ee nevn\u00edm\u00e1 \u017e\u00e1dnou podporu st\u00e1tu v oblasti revitalizace brownfield\u016f. Tyto v\u00fdsledky nazna\u010duj\u00ed, \u017ee st\u00e1tn\u00ed podpora je v t\u00e9to oblasti velmi omezen\u00e1, a t\u00edm je v\u00fdznamn\u011b zpomalen\u00fd rozvoj t\u011bchto projekt\u016f. Nicm\u00e9n\u011b, v posledn\u00edch letech doch\u00e1z\u00ed k pozitivn\u00edmu posunu. St\u00e1t za\u010dal vy\u010dle\u0148ovat v\u00fdznamn\u00e9 finan\u010dn\u00ed prost\u0159edky, nap\u0159\u00edklad v&nbsp;r\u00e1mci N\u00e1rodn\u00edho pl\u00e1nu obnovy nebo prost\u0159ednictv\u00edm dota\u010dn\u00edch program\u016f Ministerstva pro m\u00edstn\u00ed rozvoj, kter\u00e9 pom\u00e1haj\u00ed obc\u00edm a kraj\u016fm regenerovat tyto plochy pro podnikatelsk\u00e9 i nepodnikatelsk\u00e9 \u00fa\u010dely. Dal\u0161\u00ed podpora je pl\u00e1nov\u00e1na prost\u0159ednictv\u00edm CzechInvestu, kter\u00fd navrhl opat\u0159en\u00ed pro efektivn\u011bj\u0161\u00ed realizaci projekt\u016f, v\u010detn\u011b da\u0148ov\u00fdch pob\u00eddek a lep\u0161\u00ed p\u0159\u00edpravy brownfield\u016f pro n\u00e1sledn\u00e9 investice.<\/p>\n\n\n\n<p>Ministr \u017eivotn\u00edho prost\u0159ed\u00ed<strong> Petr Hlad\u00edk<\/strong>: \u201e<em>Jako z\u00e1sadn\u00ed n\u00e1stroj vn\u00edm\u00e1m komplexn\u00ed a systematickou p\u0159\u00edpravu t\u011bchto \u00fazem\u00ed tak, aby byly pro investory atraktivn\u00ed. To zahrnuje vy\u0159e\u0161en\u00ed majetkopr\u00e1vn\u00edch vztah\u016f, zaji\u0161t\u011bn\u00ed pot\u0159ebn\u00e9 infrastruktury a sanaci p\u0159\u00edpadn\u00fdch ekologick\u00fdch z\u00e1t\u011b\u017e\u00ed. Je naprosto z\u00e1sadn\u00ed, aby se ud\u011blala rychl\u00e1 p\u0159eparcelace a pozemky se tak mohly odblokovat pro v\u00fdstavbu. Investo\u0159i pot\u0159ebuj\u00ed jistotu, \u017ee projekty jsou nejen finan\u010dn\u011b realizovateln\u00e9, ale tak\u00e9 ekologicky a administrativn\u011b p\u0159ipraven\u00e9 k rychl\u00e9 a efektivn\u00ed realizaci. Transparentn\u00ed a efektivn\u00ed podpora ze strany ve\u0159ejn\u00e9ho sektoru, nap\u0159\u00edklad ve form\u011b dotac\u00ed \u010di zv\u00fdhodn\u011bn\u00fdch podm\u00ednek, je rovn\u011b\u017e kl\u00ed\u010dov\u00fdm faktorem. Ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed pravideln\u011b nab\u00edz\u00ed dotace na sanaci \u00fazem\u00ed.\u201c<\/em><\/p>\n\n\n\n<p>Jednatelka spole\u010dnosti Centrum chytr\u00fdch fas\u00e1d <strong>Pavl\u00edna Dvo\u0159\u00e1kov\u00e1 <\/strong>k&nbsp;vyu\u017e\u00edv\u00e1n\u00ed zanedban\u00fdch pozemk\u016f \u0159\u00edk\u00e1: \u201e<em>\u00daspora prostoru, zv\u00fd\u0161en\u00ed atraktivity m\u011bsta, investi\u010dn\u00ed p\u0159\u00edle\u017eitost \u2013 to v\u0161e jsou p\u0159\u00ednosy brownfield\u016f. Tlak na ochranu nezastav\u011bn\u00e9 krajiny roste, a tak se p\u0159irozen\u011b investo\u0159i rozhl\u00ed\u017eej\u00ed po mo\u017enostech vyu\u017eit\u00ed star\u00fdch pr\u016fmyslov\u00fdch are\u00e1l\u016f. Obrovskou v\u00fdhodou je vyu\u017eit\u00ed ji\u017e vybudovan\u00fdch infrastruktur, s t\u00edm se poj\u00ed v\u00fdznamn\u00e9 sn\u00ed\u017een\u00ed n\u00e1klad\u016f na vyu\u017e\u00edv\u00e1n\u00ed ve\u0159ejn\u00fdch slu\u017eeb. Na druhou stranu je pot\u0159eba zm\u00ednit \u00faskal\u00ed spojen\u00e1 s t\u00edmto typem v\u00fdstavby. Nejslo\u017eit\u011bj\u0161\u00edm krokem je zm\u011bna \u00fazemn\u00edho pl\u00e1nu z pr\u016fmyslov\u00fdch objekt\u016f na sm\u00ed\u0161en\u00e9 vyu\u017eit\u00ed, \u010di obytnou z\u00f3nu. Mnoho stavebn\u00edch \u00fa\u0159ad\u016f m\u00e1 nastaven\u00e9 dlouhodob\u00e9 strategie rozvoje obc\u00ed, v\u010detn\u011b anal\u00fdz dopad\u016f p\u0159\u00edpadn\u00fdch zm\u011bn. V dan\u00e9 situaci se tak nemus\u00ed z\u00e1m\u011br stavebn\u00edka slu\u010dovat se z\u00e1m\u011brem obce, m\u011bsta \u010di cel\u00e9ho regionu.
