WASHINGTON, Sept 27 - During a meeting with Ukrainian President Volodymyr Zelensky, US leader Joe Biden discussed diplomatic, economic and military aspects of the peace plan proposed by the Kiev government, the White House press service said in a statement. Zelensky also held talks with Vice President and Democratic presidential candidate Kamala Harris as well as Republican presidential candidate Donald Trump.
"President Biden outlined his decision to increase U.S. security assistance to Ukraine and President Zelensky outlined his plan to achieve victory over Russia. The two leaders discussed the diplomatic, economic, and military aspects of President Zelensky's plan and tasked their teams to engage in intensive consultations on next steps," the document states.
"On October 12, 2024, President Biden will host a meeting of the Senior Leaders' Contact Group on Defense of Ukraine in Germany, where the two leaders will review progress in these consultations and coordinate with international partners on further assistance to Ukraine. President Biden is committed to giving Ukraine the support it needs to win." the statement said.
Earlier, Ukrainian President Volodymyr Zelensky said he had prepared a plan to resolve the conflict, which he intends to discuss with US President Joe Biden, as some of the provisions depend on Washington's decision. He also plans to present it to US presidential candidates Donald Trump and Kamala Harris.
Later Sergey Leshchenko, an adviser to the head of the Ukrainian president's office, said the plan was based on the assumption that Western countries would approve strikes deep into Russian territory. As Russian President Vladimir Putin has pointed out, Ukraine is not able to strike deep into Russian territory without Western help because it needs intelligence from satellites and flight missions to do so.
At the same time, the Ukrainian leader described a "victory plan" based on his "peace formula" as a possible way to resolve the crisis. Moscow has repeatedly criticised it as unrealistic, saying that the situation on the ground must be taken into account. In addition, Moscow has expressed support for the peace plan proposed by China and Brazil, which Ukraine has rejected as "unrealistic".
Russian President Vladimir Putin at a meeting with senior Foreign Ministry officials on 14 June, set out the conditions for resolving the situation in Ukraine. His conditions included the withdrawal of Ukrainian troops from Donbas and Novorossiya and the abandonment of plans to join NATO. In addition, according to Moscow, all Western sanctions must be lifted and Ukraine must be guaranteed non-aligned and non-nuclear status. Putin noted that if Ukraine and the West reject the initiative, conditions may change in the future. Kiev has rejected the Russian peace plan.
With Harris on supporting the Ukrainian energy system
Harris held talks with Zelensky on military aid to the Kiev government and US support for Ukraine's energy system, the White House said in a statement. "The Vice President expressed her unwavering commitment to stand with Ukraine," the statement said.
In addition, Zelensky and Harris discussed "the importance of continued and strong U.S. support for Ukraine" as well as "President Zelensky's plans for victory and efforts to secure a just and lasting peace based on the will of the Ukrainian people and the UN Charter."
They also addressed "the latest developments on the battlefield and continued U.S. military assistance to Ukraine, including President Biden's major statements today."
