According to the government-approved draft budget, the volume of the binding indicator "higher education institutions" should amount to almost CZK 35 billion in 2025. Compared to the approved budget for 2024, this is an increase of CZK 4 billion. Overall, the budget of the education chapter for next year will reach almost CZK 291 billion. "Spending on higher education will thus record one of the largest annual increases in the last 10 years. Colleges can prepare not only for the arrival of several strong baby boomers, but also to steadily educate more of our society, which employers have begun to call for," says Minister Bek on the financing of universities. The budget for research, development and innovation will also grow by 12 % to CZK 22.9 billion, the most significant increase since 2017.
In total, almost CZK 291 billion will be spent on education from the state budget in 2025, which is almost CZK 22 billion more than in the approved budget for 2024 and CZK 51 billion more than in 2021. This will cover the statutory entitlement to 130 % of the national average salary for teachers, with a year-on-year increase of 7 % in average salaries.
In the case of non-teaching staff, which includes professions such as cook, janitor, cleaner and IT administrator, the proposal provides for a salary increase of 5 %. The funding for non-teaching work in the current scope is provided in the budget for the entire school year 2024/2025. From 1 September 2025, non-teaching work in schools and educational institutions should be financed from the budgets of the founders, i.e. municipalities and regions, which will lead to the fulfilment of one of the objectives of Strategy 2030+.
"In preparing the state budget for 2025, the Government agreed to increase public budgets for regional education by an additional CZK 10 billion through the budget allocation of taxes for municipalities and regions so that they can assume full responsibility for the operation of the schools entrusted to them. The state will continue to focus on providing capacity and resources for the educational role of schools, i.e. teachers and other teaching staff," clarified Education Minister Bek.
The necessary legislative changes are already being prepared by a working group consisting of representatives of the Ministry of Education, Youth and Sports, the Ministry of Finance and the founders. The forthcoming change will strengthen the role of the founders, who, knowing the local conditions, can better and more efficiently ensure the operation of schools.
