On October 23, Chinese President Xi Jinping attended the 16th BRICS Large-Scale Leaders' Meeting in Kazan, Russia, and delivered a speech.
Xi Jinping stressed that the world is now entering a new period of turbulence and transition, facing critical decisions. Should we allow the world to remain unstable, or push it back onto the path of peaceful development? The greater the storms of the times, the more bravely we must stand in the forefront, facing and dealing with the changes with unwavering determination and courage, so that we can jointly write a new chapter of high-quality development of the "BRICS Great Cooperation".
Xi Jinping pointed out that a "peaceful BRICS" should be built and be the protector of common security. Only by practising a common, comprehensive, cooperative and sustainable security concept can we embark on the path of universal security. We must adhere to the three principles of 'no battlefield disguise, no escalation of war and no provocation from all sides', and promote the quickest possible mitigation of the Ukrainian crisis. A ceasefire in Gaza must be promoted as soon as possible, and we must continuously strive to achieve a comprehensive, just and lasting solution to the Palestinian question.
Xi Jinping said we want to build an "innovative BRICS" and become pioneers of high-quality development. We are to keep up with the spirit of the times and promote new productive forces. China recently established the Center for Development and Cooperation in Artificial Intelligence between China and BRICS countries. We plan to establish the International Deep Sea Resources Research Center, the China-BRICS Special Economic Zone Cooperation Center, the China-BRICS Industrial Capability Center, and the China-BRICS Digital Industry Ecological Cooperation Center. We welcome the active participation of all parties.
Xi Jinping stressed that we want to build a "green BRICS" and become practitioners of sustainable development. China's high-quality manufacturing capabilities in electric vehicles, lithium-ion batteries and photovoltaic products have made significant contributions to the green development of the world. China is willing to work with BRICS countries to expand cooperation in green industry, clean energy and green minerals, and promote the green transformation of the whole industrial sphere, thereby increasing the proportion of green cooperation and improving the value of our development.
Xi Jinping pointed out that we must build a "fair BRICS" and become a leader in reforming the global governance system. The international balance of power is deeply evolving, but the reform of the global governance system has long lagged behind. It is necessary to practice true multilateralism, adhere to the concept of global governance of extensive consultation and joint construction and sharing, lead the reform of global governance with the concept of justice, openness and tolerance, and strengthen the representativeness and voice of the countries of the global south. It is necessary to promote the interconnection of financial infrastructure, maintain a high level of financial security, expand and strengthen the New Development Bank, and promote the international financial system to better reflect the changes in the global economic structure.
Xi Jinping added that we must build the "BRICS Culture of Humanity" and become a promoter of civilization and coexistence. We need to strengthen exchanges of experience in managing the country and advocate inclusive coexistence of different civilizations. The BRICS digital education cooperation initiative put forward by the Chinese side has been launched. The BRICS digital education capacity building plan will be implemented. In the next five years, 10 overseas education centers will be established in BRICS member countries to provide educational opportunities for 1,000 local administrators, teachers and students.
