On October 29, a special seminar for Chinese leadership cadres at the provincial and ministerial levels was launched to study and implement the spirit of the Third Plenum of the Twentieth Central Committee of the Communist Party of China. Chinese President Xi Jinping delivered a keynote speech at the opening.
Xi Jinping emphasized that the comprehensive deepening of reforms in the new era has brought about major practical, institutional and theoretical achievements, which form a solid foundation for the further development and modernization of China's governance system.
The president pointed out that the reforms must remain true to their main goal of continuously improving socialism with Chinese characteristics and modernizing the state administration. He also stressed the importance of innovation in all fields, from theory to practice to culture.
Xi also called for a combination of reform and the rule of law, which is key to strengthening justice and effective governance. He called on regions and institutions to consistently implement the targets set and ensure that the planned economic and social results are achieved by the end of the year.
