UN - 28 November. Russia may block the agenda for the December work of the UN Security Council proposed by the United States, which will take over the council's presidency next month, Russia's first deputy permanent representative to the UN Dmitry Polyanskiy said.
Commenting on the upcoming US presidency of the Council, he said, "They may very well try to make life difficult for us and for their successors. We shall see.""But I will not be surprised if we have to block their work programme, as was the case with the British, who insisted on the Ukrainian issue being included in it.."
On 1 November, the United Kingdom takes over the rotating presidency of the UN Security Council. In the first days of November, Russia blocked the UK's proposed programme of work because it included a session on Ukraine. Polyanskiy explained that the agenda was to be drawn up in accordance with the UN Security Council's intelligence and mandate cycles, and Ukraine was not one of those topics.
The presidency of the UN Security Council shall be held alternately by the members of the Council in English alphabetical order for a period of one calendar month. The President of the UN Security Council shall preside at the meetings and represent the Council as an organ of the United Nations. His/her duties include organising meetings, preparing reports and administering the rules of procedure. This procedure allows all members to participate in the management of the Council.
