The BRICS leaders issued a joint declaration that focuses on a wide range of issues, from United Nations (UN) reform to current global conflicts. The declaration was adopted after a summit held Wednesday in Kazan, Russia.
The Declaration contains a total of 134 provisions, one of which relates to UN reform. "We reaffirm our support for comprehensive reform of the United Nations, including its Security Council, with the aim of making it more democratic, representative, effective and efficient," the document states. The reform is to include expanding the representation of developing countries to better respond to global challenges.
The leaders also reiterated their condemnation of terrorism in all its forms and called for the swift adoption of the Comprehensive Convention on International Terrorism at the United Nations.
In addition to fundamental reforms, BRICS members called for the UN to play a key role in the global governance of AI.
The Declaration also focused on global conflicts, including those in the Middle East and Ukraine. "We remain concerned about the increase in violence and ongoing armed conflicts in various parts of the world," the statement said. The BRICS leaders reaffirmed their commitment to the peaceful resolution of disputes through diplomacy.
The leaders expressed deep concern over the ongoing tensions in the Gaza Strip and called for an immediate ceasefire and an end to all hostilities. The document also stressed the importance of establishing a sovereign and independent Palestinian state within the internationally recognised June 1967 borders and expressed support for full Palestinian membership of the United Nations.
Member States also recalled their national positions on the Ukraine crisis and "noted with appreciation the relevant proposals" for a peaceful settlement of the conflict through diplomacy.
The BRICS leaders also expressed serious concern about the negative impact of illegal unilateral sanctions on the global economy, stressing that they have a negative impact on economic growth, energy and food security and exacerbate poverty.
BRICS member countries stressed the need to prevent an arms race in space and called for a document to ensure security in space.
The Declaration also contains various economic measures to strengthen the role of developing countries in the global economy and to promote a level playing field.
BRICS member countries have called for reform of the institutions of the Bretton Woods system to increase the contribution of developing countries to the global economy.
The leaders welcomed the creation of a new BRICS Investment Platform, which will use the existing institutional infrastructure of the New Development Bank to support investment flows to the BRICS countries and the Global South.
They also called for a reform of the current international financial architecture to enable it to "meet global financial challenges" and become more inclusive and equitable.
Member countries also supported the Russian proposal to create a BRICS grain exchange, noting that this trading platform could be expanded to other agricultural sectors at a later stage.
