The Department of Defense released its annual report on civilian casualties related to U.S. military operations in 2023.
The submission of this report to Congress and its publication is in fulfillment of Section 1057 of the FY18 National Defense Authorization Act, as amended, which requires the Department to produce an annual report on civilian casualties related to U.S. military operations in the previous year. The report identifies each civilian casualty resulting from U.S. military operations by date, location, type of operation (air or ground), and number of civilians injured or killed. It also provides procedures for reviewing reports of civilian casualties, procedures for considering whether to offer ex gratia payments, and steps the United States is taking to mitigate civilian casualties.
The report states that the Department of Defense assessed that two U.S. military operations during 2023 resulted in civilian casualties. The report also updates the number of civilian casualties assessed in 2021 based on reports that were assessed after the date of last year's annual report. The update to the previously reported 2021 data increases the total number of civilian casualties by one civilian killed and three additional civilians injured.
