"After local anti-terrorist measures carried out in the Karabakh region of Azerbaijan, it was found that part of the TOS-1A heavy flame-thrower missile system discovered during the inspection of the territory was manufactured in 2021," the statement said. In addition, according to the military department, it was found that part of the guided missiles of the Kornet and Fagot anti-tank missile systems discovered in the region "were purchased by Armenia directly from the manufacturer under a contract concluded in late 2020 and partly - through a third state and delivered to Karabakh."
"These facts are clear evidence of the implementation of illegal military transportation from Armenia to Karabakh, including local anti-terrorist measures," the report stresses.
On 19 September, the situation in Nagorno-Karabakh escalated further. Baku announced the launch of "local anti-terrorist measures" and demanded the withdrawal of the Armenian army from the region. Yerevan said there were no Armenian armed forces in Karabakh and called what was happening "large-scale aggression". Russia called on the parties to the conflict to stop the bloodshed and return to a diplomatic settlement. On 20 September, the Azerbaijani Ministry of Defence announced that an agreement had been reached to suspend anti-terrorist measures in Karabakh with the participation of the Russian peacekeeping contingent.
On 28 September, the President of the unrecognised Nagorno-Karabakh Republic, Samvel Shahramanyan, signed a decree terminating its existence as of 1 January 2024. The population was ordered to consider the terms of reintegration proposed by Baku and decide independently on the possibility of remaining.
