PRAGUE - Negotiators for the ANO, SPD and Motorists movements have reached a fundamental agreement on the form of the government's program statement that these parties want to draft together, according to ANO Vice-Chair Karel Havlíček. Havlicek said this in an interview with Czech Television today, adding that the final text will still be discussed by the party leaderships, which may mean partial adjustments. According to Czech Television, the material is practically finished and the final wording is now being fine-tuned.
According to the available information, the basic skeleton of the programme material is roughly 95 % complete and the negotiations in recent days have focused on agendas corresponding to individual ministries - including culture, diplomacy, science and digitisation. Havlíček mentioned that the teams would be fine-tuning the science and digitalisation areas over the weekend.
Party leadership and division of ministries
According to the media, the agreement on the agenda follows an earlier agreement on the division of ministries: the cabinet would have 16 members with nine ministers from ANO, three from the SPD and four from the Motorists. According to iRozhlas, the SPD is set to gain the ministries of defence, agriculture and transport, while the Motorists are expected to take the ministries of foreign affairs, culture, the environment and, newly, the position of minister for sport, prevention and health. However, this information may still be subject to change when the party leadership is approved.
What does the programme imply for the public?
Publicly available information shows that the programme emphasises the revision of inclusion in education, the strengthening of the digitalisation of public administration and the emphasis on specific sectoral priorities of each party. According to Seznam Zpravodaj, there are also discussions on tightening conditions for migration and supporting domestic industry. Specific steps, timetables or legislative proposals are not yet publicly disclosed - the material is to be presented in the form of main theses.
President and next steps
The main theses of the programme declaration should be presented to President Petr Pavel on Monday morning, 27 October 2025, by the chair of the ANO movement and the expected new Prime Minister Andrej Babiš. A formal meeting with the president is to follow, after which - in the event of a positive outcome - the government could be officially appointed and other political steps could be taken in accordance with constitutional rules. President Pavel is expected to be primarily interested in the personnel composition of the cabinet, Deník N reports.
Risks and uncertainties
Analysts point out that despite the rapid progress of the negotiations, questions of coalition stability, specific personnel appointments, and the reaction of the domestic and international public to certain programmatic points - especially in the areas of foreign policy and legal reforms - remain open. According to commentators on Czech Television, the key issue will be whether the divergent positions of ANO and SPD on the security and European agenda can be reconciled. The final wording of the programme and its implementation will be decisive in assessing whether the coalition will hold up in practical governance.
