The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) concluded in Beijing, adopting recommendations for the formulation of the 15th Five-Year Plan for Economic and Social Development. The meeting, chaired by Xi Jinping, General Secretary of the CPC, affirmed China's policy guidelines for the period 2026-2030 - a period that is expected to be a decisive step on the road to socialist modernisation by 2035.
According to the final communiqué of the meeting, China is successfully meeting the targets 14th Five-Year Plan (2021-2025) and enters a new phase, where they join strategic opportunities with increasing risks and uncertainties. That is why the 15th Plan is intended to strengthen scientific and technological self-sufficiency, reforms, quality of life and national security.
The guiding principles for the coming period will be based on party leadershipon the human dimension of development, high quality growth a the balance between an efficient market and a strong state. The aim is to build modern industrial system, speed up green transformation and encourage innovation as the engine of a new productive force.
China also wants to focus on rural development, the culture and education of societyas well as on strengthening defence and security. The decisions taken include the appointment of Zhang Shengmin Vice-Chairman Central Military Commission CPC and filling several vacancies on the Central Committee.
The plenary also discussed Disciplinary reports and confirmed the expulsion of several high-ranking members, demonstrating the leadership's firm stance on maintaining the cleanliness and integrity of the party.
"If we want to run the country well, we must first run the party well. Only a strong party can make the nation strong," the communiqué states. The Central Committee called on all party members, the military and the people of all ethnicities to rally around the core leadership with Xi Jinping at the forefront and worked together to achieve the goals 15th Five Year Plan - a milestone to link the past with the future and accelerate China's national revival.
