The 20th Session of the Central Committee of the Communist Party of China adopted a resolution at its third plenary session held here from Monday to Thursday on further deepening comprehensive reforms to advance China's modernization.
The meeting was chaired by the Political Bureau of the CPC Central Committee of China. Xi Jinping, general secretary of the CPC Central Committee, delivered important speeches, according to a communiqué released on Thursday.
At the meeting, the Central Committee heard and discussed the report on the work of the Politburo, which was presented by Xi on behalf of the Politburo, and discussed and adopted the resolution of the Central Committee of the Communist Party of China on further deepening comprehensive reforms to advance China's modernization. Xi made explanatory remarks on the working version of the resolution.
According to the communiqué, the general objectives of further deepening comprehensive reforms are to further improve and develop the system of socialism with Chinese characteristics and to modernize China's management system and capability.
"By 2035, we will complete the construction of a socialist market economy of high standard in all respects, further perfect the system of socialism with Chinese characteristics, comprehensively modernize our system and ability to govern, and basically realize socialist modernization," it said.
All this will lay a solid foundation for building China as a great modern socialist country in all respects by the middle of this century, he noted.
The reform tasks set out in the resolution must be completed by the time the People's Republic of China celebrates the 80th anniversary of its founding in 2029, the communiqué said.
The Central Committee has worked out systematic plans for further deepening reforms in a comprehensive manner, he added.
In building a high-standard socialist market economy, it is necessary to make better use of the role of the market, to promote a fairer and more dynamic market environment, and to ensure the most efficient and productive allocation of resources. Market restrictions will be lifted while ensuring effective regulation to better maintain order in the market and correct market failures, the communiqué said.
In promoting high-quality development, the Communiqué urged deepening supply-side structural reform, improving incentive and constraint mechanisms to support high-quality development, and creating new drivers and strengths to realise growth.
"We will improve institutions and mechanisms to foster new quality productive forces in line with local conditions, to promote full integration between the real and digital economy, to develop the service sector, to upgrade infrastructure and to increase the resilience and security of industrial and supply chains," it says.
In promoting all-round innovation, the Party will deepen comprehensive education reform, structural science and technology reform, and institutional reform for talent development.
In the area of improving macroeconomic management, the Communication called for continued coordinated reforms in the fiscal, tax, financial and other relevant sectors and for strengthening the consistency of macroeconomic policy orientation, while improving the national strategic planning system and policy coordination mechanisms.
In the area of integrated urban-rural development, the Communiqué said the Party must promote equal exchange and two-way flow of production factors between urban and rural areas to reduce disparities between them and promote their common prosperity and development. It also said that the reform of the land system would be deepened.
The communiqué, which describes opening up as a "defining feature of China's modernisation", says the party will "steadily expand institutional opening up, deepen structural reform of foreign trade, further reform inward and outward investment management systems, improve regional opening-up planning, and perfect high-quality cooperation mechanisms under the Belt and Road Initiative".
Regarding the development of people's democracy in the whole process, it says: "We must firmly stay on the path of socialist political progress with Chinese characteristics and maintain and improve the basic, fundamental and important political systems of our country."
In the area of the rule of law, efforts were called for to ensure the full implementation of the Constitution and respect for its authority, to coordinate reforms to promote good legislation, law enforcement, administration of justice and respect for the law, and to improve mechanisms to ensure equality of all before the law.
The communiqué called for strengthening cultural self-confidence and working to develop advanced socialist culture, promoting revolutionary culture and carrying on the beautiful traditional Chinese culture.
In ensuring and enhancing the welfare of the population, the Party will improve the income distribution system, the employment-first policy and the social security system, as well as reform the health and medical care system and improve systems to facilitate population development and the provision of related services.
On environmental protection, the communiqué says: "We need to improve environmental protection systems, take a coordinated approach to carbon reduction, pollution control, green development and economic growth, respond proactively to climate change, and improve systems and mechanisms more rapidly to implement the principle that clear waters and fresh mountains are invaluable assets."
On national security, he noted that the Party must fully implement a holistic approach to national security, improve institutions and mechanisms to ensure national security, and ensure that quality development and greater security are mutually reinforcing to effectively ensure the long-term stability and security of the country.
In the area of national defense, the communiqué called for maintaining the Party's absolute leadership over the People's Armed Forces and fully implementing the strategy of strengthening the army through reforms to provide a strong guarantee for realizing the People's Liberation Army's centenary goals in 2027 and achieving the basic modernization of national defense and the armed forces.
In improving the Party's leadership, it states, "We must deeply realize the crucial importance of consolidating Xi Jinping's key position in the Party Central Committee and the Party as a whole, and establishing Xi Jinping's thought leadership on socialism with Chinese characteristics for the new era."
The communiqué stressed that China's modernisation is the modernisation of peaceful development. "In foreign relations, China remains firmly committed to pursuing an independent peaceful foreign policy and is committed to promoting a human community with a shared future," it noted.
According to the communiqué, the study and application of the guiding principles of the meeting represent a major political task for the Party and the nation, both now and for some time to come.
The meeting analysed the current situation and the challenges facing the party and called for a firm commitment to meet this year's economic and social development targets.
Both development and security need to be ensured, with various measures in place to prevent and avert risks in real estate, local government debt, small and medium-sized financial institutions and other key areas, the communiqué said.
According to the communiqué, the meeting decided to accept Qin Gang's resignation from the central committee and confirmed the Politburo's earlier decision to expel Li Shangfu, Li Yuchao and Sun Jinming from the party.
A total of 199 members and 165 alternates of the Central Committee attended the meeting.
