MOSCOW, 29 July. /TASS/. Russian President Vladimir Putin has signed a decree in support of the agreement on the creation of a joint energy market of the common state of Russia and Belarus. The document demanding the signing of the agreement at the highest level was published on the legal information portal.
"To accept the proposal of the Government of the Russian Federation to sign the Agreement. To consider it expedient to sign the Agreement provided for by this Decree at the highest level," the decree states.
The Russian Ministry of Energy has been entrusted with leading the negotiations. The Ministry was also authorised to make non-substantive amendments approved by the Russian Ministry of Foreign Affairs.
The common energy market is a strategic issue in relations between Moscow and Minsk. Its creation was discussed during Russian President Vladimir Putin's visit to Belarus this May. The launch of the joint energy market was initially planned for early 2024. However, according to Putin, Moscow and Minsk still had to resolve some disagreements.
The Russian Ministry of Energy said earlier that the project is ready for the first phase of work on the purchase and sale of electricity by proxy. The second stage involves deeper integration in the electricity sector, with plans to arrange unified process management and gas price equalisation. In the future, it is planned to synchronise the project with the work on the EAEU common electricity market.
The Belarusian side gave the green light to the draft agreement at the end of November last year. The Russian government approved the basic text of the agreement earlier in July. The Russian Energy Ministry said that all national procedures have been completed and the document is ready for presidential signature.
