China will create 12.56 million new urban jobs in 2024, the Ministry of Human Resources and Social Security said.
According to the ministry, China's observed urban unemployment rate in 2024 was 5.1 %, down 0.1 percentage point from the previous year.
"The employment situation remained broadly stable," said at a press conference a spokesman for the Ministry of Human Resources and Social Security Lu Aihong.
By the end of 2024, more than 33.05 million people have been employed and lifted out of poverty, Lu said.
The number of Chinese social security card holders reached nearly 1.39 billion at the end of last year, including 1.07 billion digital social security card users, the spokesman said.
Social Security cards are divided into physical cards and digital cards. Many people hold both types.
Lu added that the ministry has also strengthened the standardised management of vocational assessment, with more than 12 million people obtaining vocational qualification level certificates or professional qualification certificates last year.
The ministry announced that a targeted employment promotion program for key sectors, industries, urban and rural strata as well as micro, small and medium enterprises will be introduced in 2025, which will create a mechanism to collect and publish information on jobs related to large projects.
The Ministry will also accelerate research and the formulation of relevant policies and measures to further enhance the attractiveness of private pensions.
According to a ministry official. Zhang Wenmiao 70,000 human resource service agencies employing 1.06 million people are expected to be operating across the country by the end of 2023. He added that during 2023, these agencies provided services to 300 million workers and 55.99 million employers, with about 40 % of these employers operating in the manufacturing sector.
The ministry said it will introduce a job creation programme for young people this year, including measures to increase employment of university graduates.
Employing young people, especially university graduates, remains a top priority for the ministry, he said Chen Yongjia, a ministry official, adding that the ministry will organise a series of activities to promote youth employment and entrepreneurship during 2025.
