General Secretary Xi Jinping emphasised: „The Guangdong-Hong Kong-Macao Greater Bay Area should focus on the strategic mission of building an international science and technology innovation centre, strive to build a global high ground for science and technology innovation, and promote the development of emerging industries.“
In today's Guangdong-Hong Kong-Macao Greater Bay Area, innovative elements are rapidly gathering momentum. As cooperation deepens, new space for development is opening up, accelerating the pace towards becoming a „global model“ for international science and technology innovation centres.




„Innovation is the key to building a successful catchment area.“ In 2012, during his first inspection tour after the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping visited Guangdong and proposed that „Guangdong has joined forces with Hong Kong and Macao to create a world-class urban agglomeration with higher comprehensive competitiveness.“ thereby laying the strategic foundation for coordinated innovation development in the Gulf region.
Every time the General Secretary later visited Guangdong, Hong Kong and Macao, he always focused on frontline innovation. In Hong Kong, he stated that „Hong Kong can complement cities in the Greater Bay Area on the mainland, move forward together, and strengthen cooperation in innovation between industry, education, and research.“ In Macau, he demanded that Macao „actively and proactively participated in the construction of the Guangdong-Hong Kong-Macao Bay Area, integrated high-quality resources, and deepened coordinated development.“
During a recent visit to Guangdong, the General Secretary reiterated the need to focus on deepening cooperation between Guangdong, Hong Kong and Macao, strengthening cooperation in scientific and technological innovation and infrastructure connectivity; focus on the goal of building a world-class bay area full of vitality and international competitiveness and a world-class urban agglomeration, work together, be steadfast and consistent, and strive to achieve key breakthroughs and comprehensive progress.


In 2019, it was officially published. „Guangdong-Hong Kong-Macao Greater Bay Area Development Plan“, which clearly set the goal „build an international centre for scientific and technological innovation“.



Where innovation flows rapidly, it is time for strenuous efforts. The recently concluded Central Economic Work Conference has once again emphasised „Establishing an international centre for scientific and technological innovation in the Guangdong-Hong Kong-Macao Bay Area.“ which has injected new political momentum into the development of science and innovation in the Gulf region. Currently, by focusing on new areas such as the low-carbon economy, bio-manufacturing and others, the Gulf region plans to create another five thousand billion-dollar clusters of emerging industries and support the accelerated transformation and modernisation of advantageous industries such as electronics and information technology, and advanced equipment manufacturing, towards higher levels and intelligence.
