At a recent pre-conference press conference on the topic of "Financing of Non-Teaching Staff", a new legislative change was discussed that is supposed to transfer the financing of these staff to the founder. MP Jana Berkovcová said that despite calls, the amendment was supported and is now proceeding to its third reading. The change raises concerns among founders who fear a lack of funding could lead to increased inequalities between schools.
Representatives of school unions and the Association of Counties have also expressed their concerns. Mr. František Depšík mentioned that they had collected 30,000 dissenting signatures in one month. The debate revolves around the lack of preparation and the risks associated with the funding transition, which he said the government is failing to properly address.
Ms Jindřa Mikula Štíková of the Association of Regions, a former high school principal, criticized the Government for taking education as a priority only nominally, while in reality not sufficiently addressing its needs. Mr. Miroslav Ušatý, representing the mayors, pointed out the financial uncertainty and unpreparedness of the system in terms of financing, which may lead to damage to municipalities due to insufficiently elaborated RUD coefficients.
The discussion showed that while the amendment could work in theory, it needs to be thoroughly prepared and sufficiently funded to ensure that mayors and municipalities can be sure they can manage funding for non-teaching staff without hurting their budgets. It seems that the government will have to face further resistance before this change can take effect.
