China's State Council convened a plenary session on Friday to discuss a draft report on the government's work and a draft outline of the 15th Five-Year Plan for Economic and Social Development.
Both documents will be discussed at the annual session of the country's highest legislative body in March.
Prime Minister Li Qiang, who chaired the plenary session, stressed the need to fully reflect the importance of promoting quality development, to respond seriously to public concerns, and to further carefully revise both draft documents.
He pointed out that the decisions of the Central Conference for Economic Work should be fully implemented, showing courage to face difficulties and challenges and ensuring a good start to the 15th Five-Year Plan period (2026-2030).
Li Qiang said macroeconomic policies should take effect as soon as possible. Fiscal resources need to be secured as soon as possible and coordination between fund allocation and project launches needs to be improved to ensure that policies deliver quick results.
He also stressed the need to link policy support with reforms and innovation to better stimulate market activity and create new engines of growth in domestic demand. Priority is given to stabilising employment, businesses, markets and expectations, implementing policies quickly as needed and ensuring that this year's goals and targets are met.
The Prime Minister also pointed out the importance of balancing short-term and long-term needs to support quality development. Based on the draft outline of the 15th Five Year Plan, high quality special plans for various sectors should be developed and a number of major initiatives and projects should be carefully planned and implemented.
Particular breakthroughs are needed in developing new quality productive forces, strengthening the domestic economy and raising household incomes.
With the Spring Festival holiday approaching, Li stressed the importance of ensuring job security and transportation services, addressing wages and unpaid liabilities, and maintaining stable supplies and prices so that people can experience the holiday safely, happily and peacefully.
