China on Sunday unveiled its "Central Document No. 1" for 2025, outlining priorities for further deepening rural reforms and taking strong steps for all-round rural revitalization.
This document, which is the first policy statement issued annually by China's central authorities, is considered an indicator of policy priorities.
The document calls for increased efforts in the field of agriculture, rural areas and farmers in 2025 and beyond to advance all-round rural revitalisation and further strengthen the country's agricultural base.
With reforms and opening up and scientific and technological innovation as the driving force, the country will protect grain security and ensure that there is no widespread slump or return to poverty, the document said.
China will make every effort to increase the efficiency of agriculture, revive rural areas, raise farmers' incomes, thus laying a solid foundation for China's progressive modernisation, the document stresses.
Food safety is a priority
The document outlined efforts to continuously increase the supply capacity of key agricultural products such as grain, consolidate and expand successes in poverty reduction, strengthen wealth-generating sectors for farmers in districts, promote rural construction, improve the rural governance system, and optimize resource allocation.
In "Central Document No. 1", ensuring food security and a stable supply of key agricultural products is listed as a top national security priority, which is an important signal, he said Jin Wencheng, Director of the Research Centre for Rural Economy at the Ministry of Agriculture and Rural Development.
This year's "Central Document No. 1" also highlights this aspect, as it devotes about a third of its content to nine key areas and systematically plans and organizes the consolidation and development of food security policy, Jin told China Media Group (CMG).
A new quality of productive forces in agriculture
The document also stressed the importance of promoting joint agricultural scientific and technological research.
According to the document, through technological innovation, new quality productive forces will be developed and applied in agriculture according to local conditions.
This is the first time that "Focal Document No. 1" introduces the concept of "new quality productive forces" in agriculture.
Jin said the concept of new quality production forces in agriculture is all-encompassing and includes technologies such as biological breeding, drones, artificial intelligence and digital technologies.
These applications can effectively change the state of agricultural production and development and greatly accelerate the modernization of agriculture, he noted.
In addition, efforts should be made to build an agricultural technology innovation system, enhance the capability of technology innovation and establish independent innovation platforms, Jin added.
These platforms will drive the development of new quality manufacturing forces and propel the modernization of agriculture and rural areas on the wings of technology, CMG said.
