China's State Council Information Office on Wednesday published a white paper titled China's position on certain issues related to Sino-US economic and trade relations. The document stresses the importance of cooperation between China and the United States not only for both countries, but also for the stability and development of the world economy.
The White Paper has six chapters and recalls the mutual benefits of trade. China does not seek a trade surplus, it says, and both sides benefit significantly from economic cooperation. The paper also outlines China's steps to implement the first phase of the trade agreement, such as strengthening intellectual property protection, banning forced technology transfers, opening markets for food, agriculture and financial services, and maintaining labour dialogue with the US.
China also underlines its commitment to free trade principles and World Trade Organisation (WTO) rules, including commitments on tariffs, subsidies and improving the business environment.
The document criticises the US for violating the agreement - for example, for abusing the concept of national security, excessive use of export restrictions and the introduction of so-called "reciprocal tariffs" that undermine the stability of bilateral relations.
Finally, China calls for the resolution of disputes through equal dialogue and cooperation. "History has shown that cooperation brings benefits to both sides, while confrontation leads to losses," the document says, urging the US to return to the path of mutual respect and beneficial cooperation.
