Item 1. On the implementation of the federal budget for the first quarter of 2024
Government decision:
- To take note of the report of the Deputy Minister of Finance of the Russian Federation I. A. Chebeskov on this issue.
- To approve the report on the implementation of the federal budget for the first quarter of 2024 and send it to the State Duma, the Federation Council and the Accounts Chamber of the Russian Federation.
- On the draft amendments by the Government of the Russian Federation to the draft Federal Law No. 500600-8 "On amendments to the Federal Law 'On the use of cash registers in carrying out settlements in the Russian Federation'".
The draft amendments take into account the comments and suggestions made during the discussion of the bill in the State Duma.
Government decision:
To approve the amendments proposed by the Government of the Russian Federation to draft Federal Law No. 500600-8 "On Amendments to the Federal Law 'On the Use of Cash Devices in the Conduct of Settlements in the Russian Federation'" and to send them to the State Duma in the prescribed manner.
(3) On the draft federal law "On the amendment of Article 311 of the Federal Law "On Non-Profit Organizations"".
The aim of the draft law is to eliminate gaps in the legislation regarding certain types of activities of socially oriented non-profit organizations, as well as to ensure the improvement of the territory and maintenance of order in municipalities.
Government decision:
To approve the draft federal law "On the amendment of Article 311 of the Federal Law "On Non-Profit Organizations"" and to submit it to the State Duma in accordance with the established procedure.
4 On the draft federal law "On amending certain legislation of the Russian Federation and repealing the validity of the thirty-second paragraph of the first part of Article 4 of the Law of the RSFSR "On competition and restriction of monopolistic activity on commodity markets"".
The bill is aimed at improving corporate governance.
Government decision:
To approve the draft federal law 'On amendments to certain legislative acts of the Russian Federation and the repeal of the validity of paragraph thirty-two of Part One of Article 4 of the Law of the RSFSR 'On competition and restriction of monopolistic activity on commodity markets' and to submit it to the State Duma in accordance with the established procedure.
- On the allocation by the Ministry of Economic Development of Russia in 2024 of budgetary funds from the Reserve Fund of the Government of the Russian Federation for the provision of subsidies from the federal budget to the budgets of the Republic of Dagestan, the Republic of Ingushetia and the Republic of North Ossetia-Alania for the purpose of co-financing expenditure obligations arising from the implementation of regional programmes for the sustainable economic development of energy and housing and communal enterprises for the period from February to March 2024.
The allocation of funds will enable these regions to ensure the implementation of the measures envisaged in the regional programmes for the sustainable economic development of energy, housing and utility companies.
Government decision:
To adopt the draft Decree of the Government of the Russian Federation on this matter.
- On the draft federal law "On amendments to the Forest Code of the Russian Federation" (in the sense of regulating the issues in the field of forest tree seed production).
In particular, the bill introduces a new chapter "Forest plant seed production", which defines the terms forest plant seed, seedlings and seedlings of forest plants, establishes their categories, and creates a mechanism for determining the sowing quality of forest plant seed.

To approve the draft federal law "On Amendments to the Forest Code of the Russian Federation" and submit it to the State Duma in the prescribed manner.
- On the amendment of Resolution No. 1219 of the Government of the Russian Federation of 11 November 2015 (in terms of the amendment of the Regulation on the Ministry of Natural Resources and Environment of the Russian Federation).
The draft resolution aims to bring the competence of the Ministry of Natural Resources and Environment of the Russian Federation into line with the provisions of federal legislation.

Adopt the draft resolution of the Government of the Russian Federation on this issue.
- On the introduction of amendments to Resolution No. 1219 of the Government of the Russian Federation of 11 November 2015 (On the introduction of amendments to the regulations on the Ministry of Natural Resources and Environment of the Russian Federation)
The draft resolution aims to bring the competence of the Ministry of Natural Resources and Environment of the Russian Federation into line with the provisions of federal legislation.
Government decision:
Adopt the draft resolution of the Government of the Russian Federation on this issue.
- On the designation of exclusive implementers of the purchase of school buses by the Ministry of Industry and Trade of the Russian Federation for the needs of the entities forming the Russian Federation in 2024.
The bill is aimed at the renewal of the fleet of school buses in the constitutional entities of the Russian Federation.
Government decision:
To designate the limited liability company "Automobile Plant "NAZ", limited liability company "PAZ", limited liability company "UAZ", limited liability company "UAZ", limited liability company "KAVZ" as the sole implementers of the purchase of school buses for the needs of the entities of the Russian Federation carried out by the Ministry of Industry and Trade of Russia in 2024.
- On the state of competition in the Russian Federation in 2023
The report presents the results of an analysis of the state of competition, including in the context of the development of parallel imports, the digitalisation of the economy and support for SMEs.
Government decision:
To take note of the report of the Head of the Federal Antimonopoly Service, Mr M.A. Shaskolsky, on this issue.
- On the amendment of the Resolution of the Government of the Russian Federation No. 610 of 19 June 2012 (with regard to the amendment of the Regulation on the Ministry of Labour and Social Protection of the Russian Federation).
The draft decree aims to strengthen the Ministry's powers in connection with the introduction of a new approach to rehabilitation and habilitation of persons with disabilities on an integrated basis.
Government decision:
Adopt the draft Decree of the Government of the Russian Federation on this issue.
- On the allocation of budgetary funds from the Reserve Fund of the Government of the Russian Federation to the Ministry of Emergency Situations of the Russian Federation in 2024 for the purpose of providing additional inter-budgetary transfers to the budgets of the constituent entities of the Russian Federation ensuring the reception of citizens of the Russian Federation, foreign nationals and stateless persons permanently residing on the territory of Ukraine, as well as on the territory of the constituent entities of the Russian Federation where the maximum and medium level of response has been introduced, who have been forced to leave their living quarters
The draft order is intended to reimburse the budgets of the Russian Federation's constituent entities for the costs incurred for the accommodation and meals of citizens of the Russian Federation, foreign nationals and stateless persons staying in temporary accommodation centres.
Government decision:
To adopt the draft Decree of the Government of the Russian Federation on this matter.
12 On approval of the list of legal entities selected for the purpose of providing subsidies in 2024 to legal entities implementing investment projects in the Far East for the development of infrastructure to achieve the objectives, indicators and results of the federal project "New Opportunities for the Far East" within the framework of the State Program of the Russian Federation "Social and Economic Development of the Far Eastern Federal District".
The draft decree is aimed at providing state support measures in the form of reimbursement of costs to investors for the development of infrastructure necessary for the implementation of investment projects in the Far East.
Government decision:
To adopt the draft Decree of the Government of the Russian Federation on this matter.
- On the draft federal law "On the amendment of the federal law "On Electricity"".
The draft law envisages granting the Government of the Russian Federation the power to establish certain parts of the wholesale market price zones, which were previously classified as non-price zones of the wholesale market, and to determine the specifics of the functioning of the wholesale market and the retail electricity market for these territories.
Government decision:
To approve the draft federal law "On Amendments to the Federal Law "On Electricity"" and to submit it to the State Duma in accordance with the established procedure.
- On the allocation of budget funds to Rosaviats in 2024 from the Reserve Fund of the Government of the Russian Federation for the purpose of providing subsidies from the federal budget to Russian airports for partial reimbursement of expenses for current operations and interest on loan agreements or loan agreements during the introduction of temporary flight restrictions to airports in the south and central part of Russia
