On 4 April 2024, the Council adopted Decision (CFSP) 2024/1025
In order to enhance coherence between the Union's restrictive regimes and those adopted by the UN Security Council or its Sanctions Committees and to ensure the timely delivery of humanitarian aid or support for other activities that support basic human needs, the Council decided to introduce exemptions from the measures consisting in the freezing of the assets of natural or legal persons, entities or bodies designated pursuant to Decision (CFSP) 2020/1999 and the restriction of access to funds and economic resources to those persons, entities or bodies for the benefit of the actors listed in UN Security Council Resolution No. 2664 (2022), organisations and agencies certified by the Union as humanitarian partners, organisations and agencies certified or recognised by a Member State or specialised agencies of Member States.
The Decision further modifies the existing derogation mechanism for those organisations and actors involved in humanitarian activities that do not benefit from the above exemptions. The Council also decided that the derogation mechanism should be used instead of the above exemptions in cases where the Council concludes that scrutiny by the competent national authorities is necessary due to the higher risk of misuse of funds or economic resources provided for purposes other than humanitarian aid, in accordance with Decision (CFSP) 2020/1999.
The Candidate Countries North Macedonia, Montenegro, Albania, Ukraine, the Republic of Moldova and Bosnia and Herzegovina, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, align themselves with this Council Decision. These countries shall ensure that their national policies are in line with this Council Decision.
