EU leaders received at the October summit in Brussels Conclusions on Ukraine, the Middle East, ensuring a rules-based international order, competitiveness, migration, the Republic of Moldova, Georgia, external relations and other issues.
EU leaders reiterated their serious concern about Georgia's conduct, which is contrary to the EU's fundamental values and principles and threatens Georgia's accession to the EU. The leaders therefore called on the Georgian authorities to adopt democratic, comprehensive and sustainable reforms and to ensure that the forthcoming parliamentary elections are free and fair, in line with international standards and with unrestricted access for international and domestic election observers.
The EU stands ready to support the Georgian people on their European journey. The EU also recognises Georgia's sovereignty, independence and territorial integrity and is committed to peaceful conflict resolution and to a policy of non-recognition and engagement.
"The European Council reaffirms that the Union stands ready to support the Georgian people on their European path. At the same time, it reiterates its serious concern at the steps taken by the Georgian Government which are contrary to the values and principles on which the European Union is founded.
The European Council recalls that these steps jeopardise Georgia's European path and de facto halt the accession process. It calls on Georgia to adopt democratic, comprehensive and sustainable reforms in line with the guiding principles of European integration. The European Council will continue to monitor the situation closely.
The European Council expects the forthcoming parliamentary elections to be free and fair, in line with international standards and with unrestricted access for international and domestic election observers. The European Council underlines the need to protect free, independent and pluralistic media.
