Czech Prime Minister Petr Fiala (ODS) will propose to President Petr Pavel that Ivan Bartos (Pirates) be dismissed from his post as Deputy Prime Minister and Minister for Regional Development on 30 September. The reason for this is the failure to handle the digitisation of the construction procedure, according to the Prime Minister, Bartoš is unable to complete it. Fiala added that he does not consider his decision to be a termination of the coalition agreement and called on the Pirates to nominate a new candidate.
After mature consideration, I have decided to propose to the President of the Czech Republic, in accordance with Article 68(5) and Article 74 of the Constitution of the Czech Republic, that Ivan Bartoš be dismissed as Deputy Prime Minister for Digitalisation and Minister for Regional Development on 30 September 2024.
After discussing the analysis of the digital construction procedure at the government last Wednesday and after this morning's conversation with Ivan Bartos, I unfortunately became certain that he is not able to bring this digitalisation to a successful end. And he cannot even acknowledge the real state of the digitalisation of construction management.
I would like to remind you that Ivan Bartos is the Deputy Prime Minister for Digitalisation and that the digitalisation of the state is the main pillar of the modernisation of the Czech Republic and the key to making state services for citizens and companies work better in the modern world.
Although I have repeatedly given Ivan Bartos time to resolve the situation, first by the end of August, then by the end of September, I must say that a successful end is still not in sight.
As the person who is responsible for the implementation of the programme declaration and the functioning of the Government of the Czech Republic, I unfortunately see no other solution at the moment. Humanly and personally, I have great respect for Ivan Bartos, I have always been able to rely on him. Cooperation with him as Pirate leader has always been good and I did not make this decision light-heartedly.
However, digitisation is a key project for the modernisation of the Czech state and we cannot afford any more delays. This is my responsibility and my constitutional competence as Prime Minister. People voted for us with the expectation that we can significantly improve the functioning of the state, and we must meet their expectations.
I would also like to stress that I appreciate the work of the other two ministers from the Pirates. Jan Lipavský is an excellent Foreign Minister and Michal Šalomoun is doing an excellent job as Minister for Legislation.
Today I will ask the Pirates to propose a candidate to take over the management of the Ministry of Regional Development.
From tomorrow, a special team led by Martin Kupka will be in charge of the digitisation of the construction procedure. The Transport and Energy Construction Authority, which is very concerned by the current problems, falls under the Ministry of Transport.
Together with Marian Jurečka, Martin Kupka has undeniable success in digitising agendas in his ministries. In addition, Martin Kupka has long been involved in the current form of digital construction management and has the greatest insight into the whole matter.
I have informed my coalition partners and the President of this step.
