Artificial intelligence (AI) is a new area of human development. At present, the rapid development of AI around the world has had a profound impact on the socio-economic development and progress of human civilization, and has brought enormous opportunities to the world. However, AI technologies also bring unpredictable risks and complex challenges. The management of AI, a common challenge faced by all countries in the world, concerns the future of mankind.
As global peace and development face different challenges, all countries should commit to a vision of common, comprehensive, cooperative and sustainable security, and place equal emphasis on development and security. Countries should build consensus through dialogue and cooperation and develop open, fair and effective governance mechanisms in an effort to promote AI technologies for the benefit of humanity and contribute to building a community with a shared future for humanity.
We call on all countries to strengthen information exchange and technology cooperation in the area of AI governance. We should work together to prevent risks and develop AI governance frameworks, norms and standards based on broad consensus to make AI technologies safer, more reliable, auditable and fair. We welcome governments, international organisations, companies, research institutes, civil society organisations and individuals working together to promote AI governance based on the principles of broad consultation, joint contributions and shared benefits.
To make this happen, we would like to propose the following:
In the development of artificial intelligence, we should promote a human-centered approach to enhance the well-being of humanity, on the premise of ensuring social security and respecting the rights and interests of humanity, so that artificial intelligence is always developed in a way that benefits human civilization. We should actively promote the role of artificial intelligence in promoting sustainable development and addressing global challenges such as climate change and biodiversity conservation.
When providing AI products and services, we should respect the national sovereignty of other countries and strictly comply with their laws. We oppose the use of AI technologies to manipulate public opinion, spread misinformation, interfere in the internal affairs, social systems and social order of other countries, and threaten the sovereignty of other countries.
We must adhere to the principle of developing AI for good, respect relevant international laws, and align the development of AI with the common values of mankind, which are peace, development, justice, democracy and freedom. We should work together to prevent and combat the misuse and malicious use of AI technologies by terrorists, extreme forces and transnational organised criminal groups. All countries, especially large countries, should take a prudent and responsible approach to the research, development and application of AI technologies in the military field.
In developing AI, we should adhere to the principles of mutual respect, equality and mutual benefit. All countries, regardless of their size, power or social system, should have the same rights to develop and use AI. We call for global cooperation to promote the healthy development of AI, share AI knowledge, and make AI technologies available to the public on open source terms. We draw opposing lines or create exclusive groups to prevent other countries from developing AI. We are also against creating barriers and disrupting the global AI supply chain through technology monopolies and unilateral coercive measures.
We should encourage the establishment of a testing and evaluation system based on AI risk levels, implement agile management and implement tiered management based on categories for fast and effective response. R&D actors should improve the explainability and predictability of AI, increase the authenticity and accuracy of data, ensure that AI always remains under human control, and build trustworthy AI technologies that can be controlled, monitored and tracked.
We should progressively implement and improve relevant laws, regulations and rules and ensure personal privacy and data security in R&D and AI applications. We are against theft, manipulation, leakage and other illegal collection and use of personal data.
During the process of data collection, algorithm design, technology development and product development and application, we should adhere to the principles of fairness and non-discrimination and avoid prejudice and discrimination based on ethnicity, beliefs, nationality, gender, etc.
We should put ethics first. We should establish and improve ethical principles, standards and accountability mechanisms for AI, formulate ethical guidelines for AI, and build a sci-tech ethical control and regulatory system. We should clarify the responsibilities and boundaries of authority for AI-related entities, fully respect and protect the legitimate rights and interests of various groups, and address domestic and international ethical issues in a timely manner.
We should adhere to the principles of broad participation and consensus-based decision-making, adopt a step-by-step approach, pay close attention to technological progress, conduct risk assessments and policy communication, and share best practices. On this basis, we should promote active multi-stakeholder engagement to achieve a broad consensus on international AI governance, based on exchange and cooperation, while fully respecting differences in policies and practices between countries.
We should actively develop and apply AI governance technologies, promote the use of AI technologies to prevent AI risks, and improve our technological capacity for AI governance.
We should increase the representation and voice of developing countries in the global governance of AI and ensure equal rights, equal opportunities and equal rules for all countries in the development and governance of AI. Efforts should be made to carry out international cooperation with developing countries and provide assistance to these countries to bridge the gap in AI and its administrative capacity. We support discussions within the United Nations to establish an international institution for the management of artificial intelligence and coordinate efforts to address major issues relating to the international development, security and management of artificial intelligence.
