Over the past 45 years, these relations have gone through wind and rain, and both sides can learn some important lessons from them: China and the United States should be partners rather than rivals, they should help each other to succeed rather than hurt each other, they should seek common ground and reserve their differences rather than engage in bitter rivalry, and they should honour words with actions rather than saying one thing but doing another. He proposed mutual respect, peaceful coexistence and win-win cooperation as the three guiding principles of mutual relations. These are lessons from the past and a guide for the future.
President Xi Jinping pointed out that in a telephone conversation with President Biden three weeks ago, he shared his thoughts on how to stabilize and develop Sino-US relations in 2024, and stressed that the two sides should cherish peace, prioritize stability and maintain credibility. Today's world is undergoing a transformation unlike anything we have seen in the last hundred years. How to respond to it is a question of the times and the world. They should serve as the basis for the development of Sino-US relations. Once the overarching principles are established, it will be easier to address specific issues. China is willing to cooperate, but cooperation should be reciprocal.
China is not afraid of competition, but competition should be about shared progress, not a zero-sum game. China is determined not to form alliances and the US should not form small blocs. Each side may have its friends and partners, but it should not target, oppose or damage the other side. China welcomes a confident, open, prosperous and thriving United States and hopes that the United States will also view China's development positively.
President Xi Jinping stressed that as the Chinese proverb says: "No progress means no regression". This also applies to Sino-US relations. The stabilising trend in Sino-US relations has not come easily. He hopes that the two teams will continue to work actively to fulfill the vision they reached with President Biden in San Francisco, so that bilateral relations can truly stabilize, improve and move forward.
Minister Blinken conveyed President Xi's greetings to President Biden. He noted that since President Biden and President Xi Jinping met in San Francisco, the US and China have made significant progress in cooperation in areas such as bilateral relations, counter-narcotics, artificial intelligence and people-to-people exchanges. The number and complexity of the challenges facing the world require the US and China to work together. The US is not seeking a new Cold War, it is not seeking to change the Chinese system, it is not seeking to stifle Chinese development, it is not seeking to revive an alliance against China, and it has no intention of engaging in conflict with China. The US is pursuing a one-China policy.
