The Ministry of Education, Youth and Sports (MoEYS) together with the National Pedagogical Institute (NPI) today presented the final form of the revised Framework Educational Programmes for pre-school and primary education (RVP PV and RVP ZV), including the necessary support for their implementation in practice. These documents define the main objectives, the content of education, the expected learning outcomes and the skills that pupils and children should acquire at each level of education. This is the biggest change in regional education in the Czech Republic since the introduction of the Framework Education Programmes 20 years ago.
"The approved RQF is a general framework and common foundation that focuses on the acquisition of key knowledge relevant for life in the 21st century and its link to practical skills. At the same time, we want to allow schools considerable flexibility and scope to adapt their own educational content," said the Minister of Education, Youth and Sports Mikulas Bek and thanked his predecessors for their contribution to the document, as well as all the experts who had worked on it.
"A new feature of the revision of the RVP is the principle of continuous evaluation of experience, and the resulting room for adjustment. For this purpose, a National Curriculum Council will be established, consisting of representatives of the Ministry, education associations, associations of deans of teacher training faculties and expert members, which will be a permanent advisory body to the Ministry on RTP and its implementation," says the Deputy Minister of Education Jiří Nantl.
By mid-2026, the National Curriculum Council will evaluate the findings of the pilot validation of the RVP, which schools can volunteer to participate in. This will allow the experience from the field to be reflected in the RVP before it becomes mandatory from the 2027/28 school year for Years 1 and 6 of primary school.
RVP for pre-school education
The new RVP for kindergartens aims to ensure smooth transition of children to primary education while creating a stimulating and respectful environment that is key to their natural development.
RVP for primary schools
Thanks to the revised RVP, primary schools can better adapt the educational content to their own conditions, without losing the uniform framework and minimum standards of education. For primary education, the emphasis is on the development and linking key competences and basic literacy to expected learning outcomes for each educational area. In the case of key competences, these are development of critical thinking, collaboration, problem solving, learning or creativity. Basic literacy skills include literacy and logical-mathematical literacy. Expected learning outcomes are clearly formulated in the new RVP ZV for individual educational areas in order to support competence-oriented education. Education content will be more connected to real life and the application of knowledge in practice.
An important cross-cutting theme across all areas of education is digital skillscovering information handling, digital literacy and online safety. Much attention is paid to school climate, personal and social education. In addition to content changes, the document focuses on simplifying the structure of documentation, which reduces the administrative burden on schools and allows teachers and school leaders to devote more time to preparing quality teaching and further school development.
School curricula and methodological support
A clearer formulation of expected learning outcomes will help in the introduction of school curricula (SCPs). Schools will create or adapt these themselves to meet the requirements of the revised RAP. This will be done through the so-called 'curriculum guidelines'. model SPDs that are not bindingbut will provide schools with inspiration and practical guidance. These templates will be published by mid-February 2025 and each school will be able to adapt them to its needs or design its own version.
Schools will also benefit from extensive methodological support from the NPI including workshops, training on new approaches to teaching and curriculum flexibility, examples of good practice, digital materials and consultation. In addition, regional methodological cabinets will facilitate the sharing of experiences among teachers and support the practical application of the new curriculum.
"In addition to maximum transparency during the preparation of the new RVP, we are also creating an extensive package of methodological support for schools, including model curricula. These should serve primarily as concrete inspiration for schools to make the transition to the new curriculum as easy as possible," Confirmed by Ivo Jupa, Director of the National Institute of Education.
Information system
The National Institute of Education has prepared interactive presentation of the new RVP in the form of information system. In it, everyone can find information on the revised RVP PV and RVP ZV and can, for example, view the links between the individual OVUs. The system offers illustrative examples and step-by-step steps where the teacher can see whether the pupil has already achieved the expected learning outcome.

Schedule for kindergartens
- From September 2025 will take place Voluntary involvement of kindergartens in the work with the new RVP PV.
- From September 2026 the introduction of the new RVP PV in all kindergartens mandatory.
Schedule for primary schools
- To ensure a smooth transition to the new curriculum, schools can Volunteer to start teaching according to the newly modified curriculum - from September 2025 in 1st and 6th grade. During the voluntary period there will be intensive cooperation with these schools in order to obtain feedback and to modify the RVP ZV document and the model curriculum as appropriate.
- Since the school year 2027/28 teaching according to the revised RVP ZV compulsory, at least in grades 1 and 6.
- Since the school year 2031/32 will be obliged to education according to the new RVP for all years.
