Statement of Under Secretary of Defense Robert G. Salesses on the performance of his duties:
President Trump's mission for the State Department is clear: to achieve peace through strength. We will do this by putting forward budgets that revive the warrior ethos, rebuild our military and restore deterrence.
To achieve the mandate from President Trump, we are following his priorities, which include Securing our borders, building an Iron Dome for America, and ending radical and wasteful government programs and DEI preferences.
Accordingly, Secretary Hegseth has directed a review to identify offsets from the Biden Administration's FY 2026 budget that could be shifted from low-impact, low-priority Biden legacy programs to align with President Trump's "America First" priorities for our national defense.
The Department will develop a list of potential offsets that could be used to fund these priorities as well as refocus the Department on its core mission of deterring and winning wars. These offsets are targeted for 8 % of the Biden Administration's 2026 budget, for a total of about $50 billion, which will then be spent on programs that align with President Trump's priorities.
The Department of Defense is conducting this review to ensure that we are making the best use of taxpayer dollars in a way that efficiently and effectively meets President Trump's defense priorities.
Through our budgets, the Department of Defense will once again spend resources to fight the war and stop the unnecessary spending that held our military back under previous administrations, including through so-called "climate change" and other woke programs, as well as excessive bureaucracy. The time for preparation is over - we need to act quickly to avert current and looming threats while making the best use of taxpayers' money.
