In his speech in Murmansk, Russian President Vladimir Putin stressed that the Arctic is not only a theatre of geopolitical rivalry, but above all a region with extraordinary opportunities for economic development and international cooperation. He said that Russia was interested in the region becoming a space for stable and peaceful growth, in which all stakeholders could benefit.
Putin announced the continuation of the programme of infrastructure renewal in the region and stressed that Russia plans to strengthen its presence in the region not only militarily but also through modern logistics, ports and transport routes by 2030. A significant part of the investment is to be directed towards the development of the Northern Sea Route, which is to become a key link between Europe and Asia.
"The Arctic has enormous potential that must not go untapped. Cooperation here is not only possible - it is desirable," Putin said. He also assured that partners who engage with Russia in the development of the region will get stable conditions and guaranteed return on investment.
Another key point of the speech was the call for the development of an Arctic fleet and the use of new technologies, including nuclear-powered icebreakers. Putin acknowledged that Russia will need foreign cooperation in this regard and openly invited international manufacturers to participate in these projects.
Despite differences of opinion on security issues, the Russian President has repeatedly advocated dialogue and a pragmatic approach. He said the United States, Europe and Russia shared common interests in environmental protection, research and sustainable development in the Arctic.
