KAZAN, 23 October Leaders of the BRICS member countries supported comprehensive reform of the United Nations (UN), including its Security Council, to make it more democratic, representative and effective, according to the Kazan Declaration adopted after the BRICS Summit.
The document contains 134 points on 43 pages. Key topics include the further development of the association, the position on various global issues, sanctions, and the resolution of regional crises, including the crisis in Ukraine and the Middle East.

UN
BRICS leaders expressed support for comprehensive reform of the UN, including its Security Council, to make it more democratic, representative and effective. They also stressed that the UN should play a key role in the global governance of AI.
Sanctions
The countries of the Association oppose politically motivated unilateral sanctions that undermine the development of other countries.
Conflicts
BRICS leaders have expressed concern over "the increase in violence and ongoing armed conflicts in various parts of the world, including those with significant regional and international implications".
They reaffirmed their "a commitment to the peaceful resolution of disputes through diplomacy, mediation, inclusive dialogue and consultation in a coordinated and cooperative manner".
The BRICS countries expressed concern over the escalating situation in the Middle East, including Israeli attacks, specifically the attack on the Iranian embassy in Damascus.
The terrorist attack on Lebanon, in which communication devices, including pagers, were used, was also condemned.
The leaders supported the establishment of a sovereign state of Palestine within the internationally recognised 1967 borders and its admission to the United Nations.
The BRICS countries "noted with satisfaction" the proposals for a settlement of the Ukrainian conflict. They also recalled national positions on the issue.
Fight against terrorism
The BRICS countries strongly condemned the terrorist attacks on cross-border energy infrastructure and called for an impartial investigation.
The leaders opposed the politicisation of cooperation in the fight against transnational crime.
Nuclear deal with Iran
The leaders called for the resumption of the Joint Comprehensive Plan of Action (JCPOA) on Iran's nuclear programme, which the US has unilaterally rejected.
Economy
The BRICS countries advocate reform of the Bretton Woods institutions by increasing the contribution of developing countries to the world economy. They supported an open and fair multilateral trading system with a central role for the World Trade Organisation (WTO), which would provide a special regime for developing countries.
The BRICS countries supported the Russian initiative to establish a Grain Exchange, which would include other agricultural sectors in the future.
Leaders called on developed countries to live up to their commitments to help nations in need.
The BRICS countries agreed to discuss and explore the possibility of establishing an independent cross-border BRICS clearing and depository system.
