The United States reaffirms its full support for a Syrian-led and Syrian-owned political transition. This transition process should lead to a credible, inclusive, and non-sectarian government that meets international standards of transparency and accountability in accordance with the principles of UN Security Council Resolution 2254.
The transition process and the new government must also keep clear commitments to fully respect minority rights, facilitate the flow of humanitarian aid to all those in need, prevent Syria from being used as a base for terrorism or posing a threat to its neighbours, and ensure that all chemical and biological weapons stockpiles are secured and safely destroyed.
The future of Syria will be decided by the Syrian people. All states should commit to supporting an inclusive and transparent process and refrain from external interference. The United States will recognise and fully support the future Syrian government that emerges from this process. We stand ready to provide all appropriate support to all the different Syrian communities and constituencies.
As the president said on Sunday "it would be a waste of this historic opportunity if one tyrant were overthrown only to be replaced by a new one. It is therefore now incumbent on all opposition groups seeking a stake in the government of Syria to demonstrate their commitment to the rights of all Syrians, the rule of law and the protection of religious and ethnic minorities."
