The Czech Republic should have a fifth national park - Křivoklátsko National Park. It is envisaged in the draft amendment to the Nature and Landscape Protection Act, which was discussed and approved by the government of Petr Fiala at a meeting on Wednesday 4 December 2024. It also decided to designate a new bird area, the West Ore Mountains, approved the parameters of support for the repair of damage caused by floods to state water management assets, and decided on the possible release of oil reserves from the state material reserves to cover any shortfall in supplies from the Druzhba pipeline.
Government discusses draft of extensive amendment of the Act on Nature and Landscape Protection, which aims to increase the protection of trees, especially those in towns and villages, and wildlife, as well as to establish a new, fifth national park in the Czech Republic, the Křivoklátsko National Park. Among other things, the amendment should ensure that if trees are felled in towns and villages during construction work, the builder must carry out adequate replacement planting or pay a fee to the municipality. The proposal also has a new focus on protecting habitats in which wildlife and plants occur instead of protecting individual species, except for endangered ones. And by establishing a new national park, the state wants to increase protection of the most valuable natural sites around the Berounka River and its tributaries.
The government also approved the creation of a new bird area Western Ore Mountains. It is the site of the largest population of the endangered common grouse and one of the largest populations of the sage grouse in the Czech Republic.
The cabinet also agreed documentation of the Flood Damage Remediation Programme III updated with the sub-programme Flood Damage Remediation 2024. As decided by the Government on 13 November, the new programme will help the state enterprises Povodí and Lesy ČR to repair the damage caused by the September floods to the water management assets under their management. Ten billion crowns will be available for the programme and it will be open until 2030, when it is expected that all the damage will have been repaired.
The government also dealt with the current situation in securing sufficient quantities of oil for the Czech market after supplies from the Druzhba pipeline were disrupted. It approved a precautionary measure in case the supply shortfall was not covered by the stocks available at the Orlen Unipetrol refinery in Litvínov. If necessary, the state will release 330 000 tonnes of oil from the state material reserves to cover the shortfall. There are sufficient oil reserves in the Czech Republic to cover the shortfall, and the Czech Republic is no longer dependent on the Druzhba pipeline.
