The winner of the elections is the ANO movement - both the regional elections and the first round of the Senate elections. We will find out how many "notches" it will gain in the second round in the case of the number of senators on Saturday, 28 September. The "second" round of the regional elections is already underway - coalition negotiations have already been successfully held in the Pardubice and South Moravian regions, while in the South Bohemian, Karlovy Vary and Moravian-Silesian regions no one actually has to negotiate - the winners have a majority in the councils themselves.
South Bohemia region
The Civic Democratic Party will rule South Bohemia alone. The winning ODS party won 34 seats in the 55-member Czech Regional Council, which has 55 members and has improved significantly compared to the elections four years ago. In 2020, it won 17.52 %, now 47.51 %. ANO came second with 17 seats. Third Enough is enough! will have four representatives. 36.66 percent of voters took part in the election.
Since 2020, the South Bohemian Region has been led by a coalition of ODS, KDU-ČSL and TOP 09, ČSSD and Jihočeši 2012. However, apart from ODS, none of the current coalition partners made it to the new council.
Pardubice Region
The regional elections were won by ANO - just as in the previous elections. This year it won 29.78 %, with 15 seats out of 45, four more than in the last election. The 3PK coalition (SOCDEM+VČ+SproK) came second with 22.39 %. The grouping, led by incumbent governor Martin Netolický, won 11 seats, three more than in the last election. The third-placed Coalition for the Pardubice Region will have six seats. ODS in coalition with TOP 09 are in fourth place with five seats. Fifth-placed STAN will have three seats. The sixth coalition is Stačilo! with three mandates. The seventh place is occupied by the coalition of SPD, Trikolora and PRO with two deputies. The voter turnout was 34.35 percent.
The top four groups have announced that they will form a new coalition. The coalition will consist of 3PK, ANO, Coalition for the Pardubice Region and ODS. Netolický will remain governor, ANO leader Dušan Salfický will be his deputy. There is agreement on the composition of the council, with three councillors from the 3PK, two from the ANO movement, two from the ODS with TOP 09 and two from the Coalition for the Pardubice Region.
After the last elections, the coalition was formed by 3PK, ODS with TOP 09, Coalition for the Pardubice Region and STAN. Netolický became governor for the third time, although he won the election only in 2012...
South Moravian Region
The regional elections in the South Moravian Region were won by the SPOLU coalition, which received 39.91 % votes. The ANO movement came second with 28.79 %. Voter turnout exceeded 35 percent. SPOLU signed a memorandum with the Mayors for South Moravia, who have 5.68 %. Hejtman Jan Grolich (KDU-ČSL) said the parties will sign the coalition agreement next week. The coalition of SPD, Trikolora, PRO and Svobodní, which has 6.03 % votes, should have four seats each. The Pirates, who were part of the coalition in the outgoing term, dropped out of the council.
Karlovy Vary Region
The victorious ANO won 44.03 % votes, winning 28 of the 45 seats. It had 13 seats in the last election. Although it has enough seats to govern on its own, it will reportedly reach out to other parties in the regional council. The STAN movement came second with 12.57 %, winning seven seats. SPD and Trikolora came third with 6.53 % votes and four deputies. The voter turnout was 30.01 %.
For the past four years, the coalition in the Karlovy Vary Region has consisted of STAN, ODS, Pirates, Místní, SNK1 and Volba pro kraj. The governor is STAN leader Petr Kulhánek.
Moravian-Silesian Region
The ANO movement won the election, and it won in 2020 as well. This year it received 47.22 %, followed by the STAN movement with 14.67 % and the SPOLU coalition, which received 13.69 %. The Stačilo! coalition (7.531 %) and SPD, Trikolora and PRO with 6.44 % also made it to the council. This allows ANO to form a single-colour council. Josef Bělica, the governor and leader of ANO, has not ruled out coalition negotiations; a coalition with the Communists is not an option. 29.97 % voters came to the polls.
ANO won the 2020 elections in the Moravian-Silesian Region with 24 seats. The coalition of ODS and TOP 09 won ten seats, the Pirates won nine seats, KDU-ČSL won seven seats, SPD won six seats, the former ČSSD (now SOCDEM) won five seats, and the Communists won four seats. A coalition of ANO, ODS, TOP 09, KDU-ČSL and SOCDEM was formed in the region.
Hradec Králové Region
The ANO movement won the election with 34.54 % votes, gaining 18 seats in the 45-member council. In second place are the Strong Leaders for the Region (ODS, KDU-ČSL, Východočeši), who have 26.66 % and 13 seats. The coalition HLAS of local governments, consisting of SOCDEM, Together for the Region and Develop Hradec, won three seats. The SPD, Trikolora, PRO and Svobodní groups also have three mandates. The "Enough!" coalition, formed by the KSČM and the Czech National Social Party, has two seats. The voter turnout is 34.22 percent.
Martin Červíček (ODS) has been governor since 2020, when a coalition of ODS, STAN and the East Bohemians won with 12 seats in the forty-five-member council. The regional government was also formed by the Pirates, the Coalition for the Hradec Králové Region and the Allies for the Hradec Králové Region. Four years ago, 41.01 % voters took part in the elections.
Liberec Region
Mayors for the Liberec Region (SLK) defended their victory in the last elections. They won 34.75 % votes. The second place is held by ANO with 32.87 %. The mayors won 20 and ANO 18 seats in the regional council, which has 45 members. The voter turnout was 33.53 %. Mayor Martin Puta, who was the leader of the SLK, said the Mayors were ready to negotiate cooperation with the second-placed ANO and the third-placed SPOLU pro Liberecký kraj. A coalition of the SPD and Trikolora also entered the regional council, winning two seats. The Stačilo! coalition, which did not win a seat in the region, wants to have its votes recounted because it is probably eight or nine votes short of being elected to the council... The Pirates' election ended in a debacle, as they won only 3.78 % votes.
The coalition that has led the Liberec Region for the past four years was composed of the winning Mayors, Pirates and ODS and had a total of 32 seats. The SPD was elected to the council, while both entities remained in opposition with the then second-placed ANO. 40.41 % voters took part in the elections.
Olomouc Region
ANO won the regional elections. It has 40.42 % votes, i.e. 26 seats. The second place is occupied by the Mayors for the Olomouc Region with 15.3 %. The third, Allies24 with you, will have six representatives. The coalition of SPD, Trikolora, PRO and Svobodní has five seats, as does ODS. The coalition "Enough is Enough!" has four seats. The voter turnout is 31.44 %.
The coalition agreement was signed after the 2020 elections by a coalition of Pirates and STAN with representatives of ODS and Allies for the Olomouc Region. The coalition won a majority of 32 votes in the 50-member council. The winning ANO and SPD movements ended up in the opposition. Josef Suchánek of the STAN and Pirates coalition became governor.
Pilsen Region
The victorious ANO won 38.63 % votes. It has 24 seats in the 50-member council, which means it has doubled its gain compared to the last regional elections in 2020.The second place belongs to the coalition of ODS and TOP 09 (16.05 %), which will have nine representatives, two fewer than now. Third-placed STAN (13.09 %) will have eight seats. Four seats will be won by Enough! and the For Our Region grouping, three of whose seats will go to the KDU-ČSL. The Pirates, the SPD and Trikolora will each have three seats. 32.54 % voters took part in this year's regional elections in the Pilsen Region.
In 2020, the coalition was formed by ODS + TOP 09, Pirates and STAN. In February 2022, however, the Pirates and STAN joined with ANO, recalling the governor Ilona Mauritzová (ODS) and councillors from ODS + TOP 09. Rudolf Špoták (Pirates) was elected governor of the new coalition.
Central Bohemia Region
The victorious ANO won 33.35 % votes. ANO won a third of the votes and 25 seats. STAN has 26.91 %and 20 seats. SPOLU won 17.56 % and 13 seats, four seats were won by the coalition SPD, Trikolora and PRO with 5.43 % votes and three seats by the coalition Enough!. 33.23 percent of voters took part in the elections.
ANO wants to negotiate with the SPOLU coalition or its individual parties to form a regional government. First Vice-Chair of the movement Karel Havlíček cannot imagine the movement not being in the regional leadership. However, he does not insist on the post of governor for ANO. The STAN movement does not want to let the victorious ANO into the leadership of the region and has offered to cooperate with SPOLU. SPOLU leader Jan Skopeček said he would negotiate with both STAN and ANO.
The STAN movement agreed to a broad coalition with all other parties except ANO after the last election victory. The current regional council includes representatives of STAN, ODS, the Pirates and the Allies. Petra Pecková, STAN's electoral leader, has become governor.
Ústí nad Labem Region
ANO won the election, gaining 26 seats. The Mayors for the Ústecký Region won seven seats and ODS was third. Six seats were won by the coalition of SPD, Trikolora and PRO in the 55-member council. and four Better North. Voter turnout was 28.13 %, the lowest in the country.
ANO won the 2020 regional elections in the Ústí nad Labem Region with almost 26 % of the vote. It took 17 seats in the 55-member regional council and subsequently became the strongest party in the new regional coalition. It agreed to cooperate with the second-placed ODS and the seventh-placed Allies for the Region. STAN, Pirates, SPD, KSČM and the Better North coalition ended up in the opposition. Jan Schiller, ANO's election leader, became governor.
Highlands
The victorious ANO won eighteen seats on the 45-member council. The coalition Together with Mayors for Citizens finished second with eleven seats. 36.26 % voters took part in the elections. Together with Mayors for Citizens is not ready to form a coalition with the winner of the elections in the Highlands. The SPD, on the other hand, supports cooperation with ANO. KDU-ČSL will have four representatives, as will the STAN+SNK ED grouping. After three mandates, Enough! and SOCDEM. In a coalition with Trikoloro and PRO, the SPD won two seats thanks to 5.5 % votes.
Despite the victory, ANO remained in opposition in 2020. The Czech Pirate Party finished second with seven seats. The same number of mandates was held by the third coalition of ODS and Mayors for Citizens, whose leader, Vítězslav Schrek, became governor. The coalition with 32 mandates was formed by the ODS group with the Mayors for Citizens, Pirates, KDU-ČSL, SOCDEM and Mayors for Vysočina.
Zlín Region
The victorious ANO won 37.27 % votes and 20 seats in the council with 45 members. The second place went to the K21 Zlín Region of the 21st Century coalition formed by the People's Party and the Zlín 21 movement, which received 18.19 % votes and 10 seats. ODS will have five representatives, as will STAN. Enough! with three seats and the SPD with two seats also made it to the council. The voter turnout was 33.82 %.
Four years ago, the victorious ANO formed a coalition with the Pirates, ODS and ČSSD (now SOCDEM), which had 24 of the 45 seats on the council. In opposition were the KDU-ČSL, which finished a close second in the 2020 regional elections, STAN, SPD and a coalition of the Tricolour, the Privateers and the Independents. The governor is Radim Holiš (ANO).
Second round of Senate elections
New (old) senators were also elected in 27 constituencies. As already we reported yesterday, in five cases it is allowed. In the remaining 22 contests for the Senate seat, 18.5 candidates for ANO will fight in the second round (the split half is Karin Podivínská in Brno, who is a joint candidate of SODEM and ANO).
There are quite a lot of common candidates and it is more difficult to know who is running for whom, it is easier by the proposing party. ODS has nine finalists, STAN has six, KDU-ČSL and TOP 09 have two each, and SEN 21 is defending for Přemysl Rabas. Senator Marek Hilšer also made it to the second round for his movement with the support of the Pirates and Stanislav Balík was the only independent candidate. Among the candidates "only" for one electoral party, movement or coalition, we can find Jaroslav Kominek for STAČILO! in Chomutov, Róbert Šlachta for Oath in Breclav and Pavel Dopita for SPD in Prostějov.
