Chinese President Xi Jinping has called for further deepening of rural reforms and urged decisive progress towards the goal of building a strong Chinese agricultural sector.
Xi, who is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks in his guidelines for agriculture, rural areas and farmers. The guidelines were presented at the annual central conference on rural work held in Beijing from Tuesday to Wednesday.
The President pointed out that in 2024, China's grain production reached a new record high, farmers' incomes rose steadily, and rural communities remained harmonious and stable. These factors provide the basic support for high-quality economic and social development.
Xi emphasized protecting arable land, promoting the creation of high-quality farmland, strengthening the promotion of agricultural science and technology, and ensuring stable production and supply of grain and key agricultural products. He stressed the need to develop industries that will lead to greater wealth for rural residents, improve agricultural efficiency, strengthen county economies, expand income opportunities for farmers, and continue to consolidate and expand achievements in poverty reduction. He paid special attention to preventing the return of large-scale poverty.
The President further urged party committees and governments at all levels to make agricultural and rural development their top priorities. He underscored the need to consolidate the political responsibility of leaders for rural revitalization and actively engage party members, local leaders and farmers. The aim is to accelerate the modernization of agriculture and rural areas, strengthen the foundation of agriculture, ensure greater prosperity in rural areas and improve the living standards of farmers.
The conference also discussed Xi Jinping's policy guidelines and the document "Opinions of the Central Committee of the Communist Party of China and the State Council of the PRC on Further Deepening Rural Reforms and Promoting Comprehensive Rural Revitalization (Draft for Discussion)". Liu Guozhong, Politburo member of the CPC Central Committee and Vice Premier of the Chinese State Council, addressed the meeting.
