In the magazine Qiushi, the official periodical of the Communist Party of China (CPC) Central Committee, will be published on Tuesday with an article by CPC General Secretary Xi Jinping on building a strong state on the basis of science and technology.
In the text, Xi stresses that since the 18th CPC Congress in 2012, the Party has been pushing for a development strategy based on innovation, with the aim of making China a science and technology superpower by 2035. Reforms to the science and technology system, he said, have unleashed the creativity of experts and strengthened self-reliance, leading to historic achievements and the transformation of the entire industry.
China's modernisation must be based on advances in science and technology. High-quality development depends on innovation that creates new sources of growth, Xi writes. Science and technology play a strategic and essential supporting role, he said.
Key elements for building China's strong position in this area include:
- strong basic research and original innovation,
- the ability to achieve breakthroughs in key technologies,
- global influence and status as a scientific centre,
- attracting and supporting top talent,
- an effective science and research management system.
Proposed measures include harnessing a nationwide mobilisation of resources for key tasks, linking technological and industrial innovation, deepening reforms of the science and technology system, and coordinated development of education and talent development.
Xi also calls for strengthening international cooperation in science to build a "community with a shared future for humanity".
