Your Excellency, President Dino Boluarte,
colleagues,
It is a great pleasure to visit the beautiful city of Lima again after eight years and to join you in a discussion on cooperation in the Asia-Pacific region. I would like to thank President Boluarte and the Peruvian Government for the excellent organisation of this meeting.
Over the decades, APEC has played a key role in leading Asia and the Pacific to development, prosperity and connectivity, making the region the most dynamic economy and a major engine of global economic growth. Today's world, however, faces accelerated change not seen for centuries and stagnant growth. The Global Openness Index is declining. Asia-Pacific cooperation faces challenges such as geopolitics, unilateralism and protectionism. At this historic crossroads, we, the Asia-Pacific countries, have a greater responsibility. We must act in solidarity and cooperation, face the challenges, fulfil Putrajaya Vision 2040, build a community with a shared future in Asia and the Pacific, and usher in a new era of development for the region.
To this end, I propose the following:
1. Building an open and connected model of cooperation
We must remain committed to multilateralism and open economy, firmly support the multilateral trading system with the World Trade Organization at its core, and fully reactivate APEC's role as an incubator of global economic and trade rules. We must remove barriers to the flow of trade, investment, technology and services, maintain stable and smooth industrial and supply chains, and promote economic circulation in the region and the world.
Ten years after the historic decision to launch the FTAAP process, today we will adopt a new document to guide the process and promote an open Asia-Pacific economy.
China will continue to promote reform through opening up, adopt high standards of international economic and trade rules, and systematically open up telecommunications, the Internet, education, culture, health and other sectors.
2. Green innovation as a catalyst
We need to strengthen cooperation in areas such as artificial intelligence, quantum information, healthcare and others, while fostering a fair and open ecosystem for innovation. For a clean and beautiful Asia-Pacific region, we need to prioritise environmental protection, resource efficiency and promote a green economy.
China will launch a global initiative for cooperation on cross-border data flows and promote deeper cooperation to improve the efficiency and security of cross-border data.
3. Universal and Inclusive Development
We must strengthen economic and technical cooperation, increase support for developing economies and work together to share the benefits of growth equitably. China supports Peru's efforts to move from an informal to a formal economy, which is in line with our people-centred development philosophy.
China will host APEC in 2026 and we look forward to deepening cooperation in the region.
China's reform and opening-up is a historic process that brings development and progress not only to China but also to the world. China welcomes all parties to continue to share the benefits of its development and contribute to a peaceful and prosperous world.
