We, the Heads of State, Heads of Government and delegations of the People's Republic of China and 53 African countries and the Chairperson of the African Union Commission, met in China from 4-6 September for the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) 2024. Under the slogan "Joining hands to advance modernization and build a high-level Sino-African community with a shared future", the Summit adopted by consensus the Beijing Declaration on Jointly Building an All-round Sino-African Community with a Shared Future for the New Era.
I Jointly building a high-level Sino-African community with a shared future
1. We fully affirm that Chinese and African leaders have on various occasions promoted the vision and initiatives of building a community with a shared future for humanity, high-quality cooperation under the Belt and Road Initiative, the Global Development Initiative (GDI), the Global Security Initiative (GSI) and the Global Civilization Initiative (GCI).We call on countries around the world to work together to build an open, inclusive, clean and beautiful world of lasting peace, universal security and shared prosperity, to promote global governance characterized by broad consultation and joint contribution to the common good, to apply the shared values of humanity, to build a new type of international relations and to jointly establish a bright future of peace, security, prosperity and progress.
2. China commends Africa for accelerating regional integration and its economic development through the implementation of the first 10-year implementation plan of Agenda 2063 and the launch of the second 10-year implementation plan.Africa commends China for supporting the launch of the second 10-year implementation plan.China is willing to strengthen cooperation with Africa in the priority areas identified in the second 10-year implementation plan of Agenda 2063.
3. we will jointly implement the important joint understandings reached at the high-level meeting entitled "Strengthening the Exchange of Governance Experience and Exploring Development Pathways to Modernization". we believe that bringing China and Africa together in promoting their modernization is a historic mission and a challenge of the times in jointly building a high-level Sino-African community with a shared future. Modernization is the common goal of countries around the world, and global modernization should be a modernization characterized by peaceful development, win-win cooperation and prosperity for all. China and Africa are ready to strengthen exchanges between countries, legislatures and governments even at the sub-national level, deepen the exchange of experiences in areas such as governance, modernization and poverty reduction, and support each other in exploring models of modernization based on the characteristics of their own civilizations, development needs, science, technology and innovation. China will always walk alongside Africa on its path to modernisation.
The African Party highly appreciates the Third Plenary Session of the 20th Central Committee of the Communist Party of China held in July this year. It believes that the systematic plans drawn up at this session for further deepening comprehensive reforms to advance China's modernization will provide more development opportunities for countries around the world, including African countries.
4. The year 2024 marks the 70th anniversary of the Five Principles of Peaceful Coexistence. Africa appreciates China's consistent adherence to these important principles in developing its relations with Africa and believes that these principles are equally important for Africa in its efforts to pursue development, maintain friendly relations between states and respect each other's sovereign equality. China will continue to be guided by the principle of sincerity, real results, friendship and goodwill, and adopt the right approach to friendship and interests. China will continue to respect the political and economic decisions of African countries on the basis of their own national conditions and uphold the principles of non-interference in the internal affairs of African countries and non-attachment of political commitments to aid to Africa. China and Africa will always cherish the eternal spirit of Sino-African friendship and cooperation, which is characterized by sincere friendship and equality, win-win mutual benefit and common development, fairness and justice, progress in accordance with the times, and openness and inclusiveness, and jointly build a Sino-African community with a shared future for the new era.
5. We stress that China and Africa are committed to supporting each other on issues of their core interests and major concerns. China reaffirms its firm support for Africa's efforts to safeguard national independence and unity, territorial integrity, sovereignty, security and development interests. Africa reaffirms its firm commitment to the one-China principle and reaffirms that there is only one China in the world, Taiwan is an inalienable part of Chinese territory and the Government of the People's Republic of China is the sole legitimate government representing the whole of China, and firmly supports all efforts of the Chinese Government to achieve national reunification. Issues relating to Hong Kong, Xinjiang and Sichang are internal Chinese affairs, as international law and the principle of non-interference are respected.
6. We recognize that the promotion and protection of human rights, including the right to development, is a common cause of all humanity and believe that human rights exchanges and cooperation should be conducted on the basis of mutual respect, equality and against politicization.We strongly oppose the politicization of the human rights agenda and the politicization of the UN Human Rights Council and its relevant mechanisms, and all forms of neo-colonialism and international economic exploitation. We call on the international community to resolutely oppose and combat all forms of racism and racial discrimination and manifestations of intolerance, stigmatization and incitement to violence against people on the basis of religion or belief.
7 China supports African countries in increasing their influence and role in global governance, particularly by demanding a more inclusive framework for addressing global issues. China believes that Africans are qualified to serve as leaders of international organizations and institutions, and supports their work.Africa appreciates that China is the first country to support the AU in joining the G20. China will continue to support Africa-related priorities within the G20. China appreciates and welcomes the addition of other African countries to the BRICS family and welcomes Cameroon's candidate for the presidency of the 79th session of the UN General Assembly.
8. China and Africa jointly call for the establishment of an equal and orderly multipolar world and for the firm protection of the international system with the United Nations at its core, an international order based on international law and fundamental norms governing international relations, which are underpinned by the purposes and principles of the UN Charter. We call for the necessary reform and strengthening of the UN, including its Security Council, to redress the historical wrongs perpetrated against Africa and to increase the representation of developing countries, especially African countries, in the UN and its Security Council. China supports the adoption of specific measures on the reform of the UN Security Council to meet Africa's wishes as a priority.
China noted that the 37th AU Summit issued a Proclamation in February 2024 on building a united front to support the cause of justice and the payment of reparations to Africans. The Proclamation expresses opposition to historical crimes including slave trade, colonialism and racial segregation and calls for the establishment of justice for Africa through reparations. We believe that Eritrea, South Sudan, Sudan and Zimbabwe have the right to decide the future of their country and to continue their economic and social development, and we demand that the United States and other Western countries end the long-standing sanctions and unfair treatment imposed on these countries.
9. China and Africa jointly call for a win-win and inclusive economic globalisation that meets the common needs of all countries, especially developing countries, and attach great importance to the interests of African countries. We call for the reform of the international financial system and the improvement of development financing for the countries of the global South to achieve shared prosperity and better meet the development needs of African countries. We will actively participate in and support the reform of multilateral financial institutions, including the reform of quotas, special drawing rights and voting rights of the World Bank and the International Monetary Fund (IMF). We call for increased representation and voice for developing countries so that the international monetary and financial systems better and more fairly reflect changes in the international economic environment.
China and Africa will continue to uphold the core values and fundamental principles of the World Trade Organization (WTO), resist attempts to decouple and disrupt supply chains, resist unilateralism and protectionism, protect the legitimate interests of developing members, including China and African countries, and add vitality and dynamism to global economic growth. China supports the 14th WTO Ministerial Meeting to be held in 2026 on the African continent in producing development-oriented results. China and Africa will actively participate in WTO reform and believe that the reform should aim to build an inclusive, transparent, open, non-discriminatory and fair multilateral trading system. There is a need to strengthen the centrality of the development agenda in the work of the WTO and to have a fully functioning dispute settlement mechanism while preserving the WTO's fundamental principles. We condemn the unilateral coercive measures introduced by some developed countries which violate the right of developing countries to sustainable development, and the unilateralism and protectionism measures adopted under the pretext of tackling climate change and environmental protection, such as the Carbon Boundary Adjustment Mechanism (CBAM). We will continue to advocate the building of secure and stable supply chains of key mineral resources for the benefit of the whole world and to promote the sustainable development of the Chinese and African peoples. We welcome the UN General Assembly's initiative to establish a panel to advise on how to strengthen international cooperation with respect to critical minerals in the energy transition. We call for assistance to countries supplying raw materials to increase the value of their industrial chains.
10. China commends Uganda for successfully convening the 19th Summit of the Non-Aligned Movement and the G77 Plus China-Third South Summit in January 2024 to promote solidarity and cooperation among the countries of the Global South, and China and Africa, as the largest developing country and the continent with the largest number of developing countries, belong to the Global South. We always stand in solidarity with other developing countries for better or for worse, uphold independence, respect for sovereignty and territorial integrity and non-interference in internal affairs, and strive for unity and development. We oppose the drawing of borders on ideological grounds, oppose bloc confrontation and safeguard the common interests of the countries of the Global South in the new round of reform of the global governance system.China congratulates The Gambia on hosting the 15th Summit of Heads of State and Government of the Organization of Islamic Cooperation in May 2024, which addressed through constructive dialogue issues that concern not only Muslims worldwide but all of humanity.
11. China commends Africa for hosting the 22nd and 27th sessions of the Conference of the Parties to the UNFCCC, and speaks positively about the first African Climate Summit to be held in Nairobi in September 2023 under the theme "Promoting Green Growth and Addressing Climate Finance for Africa and the World". We reaffirm the importance of the objectives and principles of the UNFCCC and its Kyoto Protocol and the Paris Agreement, the Nairobi Declaration and the Declaration on China-Africa Cooperation on Climate Change.We call on the international community to apply principles such as equity and common but differentiated responsibilities, to respect the independent choice of countries on the path of energy transition in accordance with their national realities in order to achieve the common goals of the whole world, to take into account and take seriously the specificities of developing countries, including African countries, and to give equal importance to small island developing states and landlocked developing countries.Recalling the spirit of the Marrakech Declaration issued at the first African Action Summit held in November 2016, we call on developed countries to step up their efforts to honour their commitment to provide and mobilise climate finance to developing countries, including through the Green Climate Fund, Loss and Damage Fund and Adaptation Fund, to consistently deliver on their commitment to take the lead in reducing emissions, to place equal emphasis on mitigation and adaptation to climate change, and to strengthen financial, technical and capacity building support to African countries to help them increase their capacity, adaptability and resilience to climate change.We call on developed countries to take seriously into account the special needs of developing countries, including African countries, in responding to the challenges of climate change and in achieving sustainable development and transition, and to provide more predictable and sustainable financial support and technology transfer in addition to development assistance.
We express our concern about the economic vulnerability of African countries, particularly small island states in Africa, and call on international financial institutions and multilateral development banks to consider how a multidimensional vulnerability index could be used to complement existing policies. We call on China and African countries with the potential and experience to propose trilateral cooperation initiatives and projects.
II Promoting synergies between the high-quality cooperation of the Belt and Road Initiative and the goals of the African Union Agenda 2063 and the UN 2030 Agenda for Sustainable Development
12. We will jointly implement the important consensus reached at the High-Level Meeting on "Promoting High-Quality Cooperation in the Belt and Road Region and Building a Development Platform for Modernization through Joint Planning, Joint Building and Joint Benefit".We will be guided by the spirit of the Silk Road, that is, peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit, synergistically link our efforts with the implementation of the African Union Agenda 2063 and the Vision 2035 of China-Africa Cooperation, and be guided by the principle of joint planning, joint building and mutual benefit, and the philosophy of open, green and clean cooperation to promote high-standard, people-centered and sustainable cooperation in the China-Africa Belt and Road. We will continue to strive for greater synergy between the high-standard China-Africa cooperation under the Belt and Road Initiative and the goals of the African Union's Agenda 2063, the United Nations 2030 Agenda for Sustainable Development, and the development strategies of African countries in an effort to make greater contributions to international cooperation and the promotion of global growth. Africa warmly congratulates the successful convening of the third Belt and Road Forum for International Cooperation, to be held in Beijing in October 2023. We agree to support the UN in convening the Future Summit and adopting a positive Compact for the Future to better implement the UN 2030 Agenda for Sustainable Development.
13. As an important partner of the African development agenda, China is ready to strengthen cooperation with African FOCAC member states, the AU and its affiliated bodies and African sub-regional organizations in actively implementing the African plans, including the Programme for Infrastructure Development in Africa (PIDA), Presidential Infrastructure Support Initiative (PICI), the African Union Development Agency-New Partnership for Africa's Development (AUDA-NEPAD), the Comprehensive Africa Agriculture Development Programme (CAADP) and the Accelerated Industrial Development for Africa (AIDA).China supports economic integration and connectivity in Africa and will deepen and accelerate cooperation with Africa on key transnational and trans-regional infrastructure programs to support Africa's development.We support the synergy of the above plans with the cooperation projects under the Belt and Road Initiative to strengthen logistics connectivity between China and Africa and increase trade volume.
14. We stress the importance of the African Continental Free Trade Area (AfCFTA) and the fact that the full implementation of the AfCFTA will promote Africa's economic development, including through value addition and job creation.China supports Africa in strengthening trade integration and will continue to support the development of the AfCFTA and the implementation of the Pan-African Payment and Settlement System. China will continue to encourage African countries to promote African products through such platforms as the China International Import Expo and the China-Africa Economic and Trade Expo, and will welcome African countries to make better use of "green routes" for African agricultural exports to China. China is ready to negotiate and sign a framework agreement on China-Africa Economic Partnership for Joint Development with interested African countries, strive for more flexible and practical arrangements on trade and investment liberalization, and take the initiative to open up to African countries on a wider scale to provide long-term, stable and predictable institutional arrangements for China-Africa economic and trade cooperation. China will open its market to more LDCs, including African countries, and encourage Chinese enterprises to increase their direct investment in Africa.
15. We will strengthen China-Africa investment cooperation, promote the coordination of industrial and supply chains between China and Africa, enhance the capacity of both sides to produce and export high value-added products, encourage our companies to take advantage of mutually beneficial cooperation in various forms, support our financial institutions to strengthen cooperation and expand bilateral local currency settlement and diversify foreign exchange reserves.China supports the construction of sub-national platforms for economic and trade exchanges with Africa, promotes coordinated development between its sub-national industrial parks and China's economic and trade cooperation zones in Africa, and accelerates the construction of corridors to Africa from its central and western regions. China encourages Chinese companies to increase investment in Africa and employ local labour, fully respect international law, local laws and regulations, customs and religious beliefs, and fulfil their social responsibilities. China supports localised production and processing in Africa to help African countries achieve sustainable development based on their own resources. China is ready to sign and implement bilateral investment promotion and facilitation agreements with African countries to ensure a stable, fair and favorable business environment for Chinese and African enterprises, and safeguard the safety, protection and legitimate rights and interests of workers, projects and institutions of both sides. China supports the development of African SMEs and encourages Africa to make proper use of the special loan for the development of African SMEs. Both sides commend the Alliance of Chinese Enterprises in Africa for Social Responsibility (ACBASR) for implementing the "100 enterprises in 1000 villages" initiative and guiding Chinese enterprises in Africa to fulfill their social responsibilities.
16. we take Africa's concerns about financing for development very seriously and strongly urge the international financial institutions to channel more funds to African countries and other developing countries, to improve approval procedures for the provision of funds to African countries, and to make financing more accessible and equitable for Africa. China will continue to provide support to African financial institutions. Africa appreciates China's significant contribution to debt resolution for African countries, including individual debt resolution under the Common Framework for Debt Resolution beyond the DSSI and the transfer of US$10 billion of Special Drawing Rights from the IMF to African countries. We call on international financial institutions and commercial lenders to participate in the treatment of African countries' debt in accordance with the principle of joint action and equitable burden sharing, and to work together to help African countries address this key issue. As part of this, there is a need to increase support for Africa and other developing countries and to increase the long-term financing available to provide guarantees for their development. We reaffirm that sovereign credit assessments of developing economies, including African countries, by some international institutions will affect their borrowing costs and should be more objective and transparent. We support the creation of an African credit rating agency within the AU and with the support of the African Development Bank. The aim of this agency is to create a new rating system that takes into account the specificities of African economies. We call for reforms of the multilateral development banks and for concrete measures on their part to provide complementary financing for development within their mandate, including more grants, concessional financing and new financial instruments that respond to the needs of African countries, in order to help developing countries, including African countries, to realise the Sustainable Development Goals.
III GDI: Creating a strategic framework for joint China-Africa action for development
17.We will work together to implement the GDI, actively engage in cooperation under the initiative, and strive for high-quality partnerships.Africa appreciates the acts that China has proposed for cooperation with Africa under the GDI and its efforts to help African countries increase food production. Africa encourages China to increase its investment in Africa's non-agricultural sector and deepen technological cooperation. We commend the Group of Friends of the GDI and the Network of Centers for Global Development for encouraging the international community to focus on key development issues to accelerate the achievement of the 2030 UN Sustainable Development Goals, and strive to make the Future of the UN Summit a success and take seriously the concerns of developing countries.We welcome the establishment of the China-Africa (Ethiopia)-UNIDO Centre of Excellence to promote the economic development of countries in the Global South.
18.We will jointly implement the important joint understandings reached at the High-Level Meeting on "Industrialization, Agricultural Modernization and Ecological Development: the Road to Modernization".African countries appreciate the Initiative to Promote Africa's Industrialization, China's Plan to Promote Agricultural Modernization in Africa and the China-Africa Talent Development Cooperation Plan issued by China at the 2023 China-Africa Leaders' Dialogue and believe that these measures are in line with the priority needs of African integration and development.
19. We support the role of the China-Africa Center for Environmental Cooperation, the China-Africa Center for Cooperation in Marine Sciences and Blue Economy, and the China-Africa Center for Cooperation in Geosciences in promoting the implementation of projects such as the China-Africa Green Ambassadors Program, the China-Africa Green Innovation Program, and the Africa Solar Belt Program. We welcome the positive role of the China-African Union partnership in the field of energy, and China will support African countries to make better use of solar, hydropower, wind and other renewable energy sources, and further expand investment in Africa in energy-efficient technologies, new and high-tech industries, green and low-carbon industries and other low-carbon projects to help African countries improve their energy mix and industrial structure and develop green hydrogen and nuclear energy. China supports the operationalization of the AUDA-NEPAD Centre for Climate Resilience and Adaptation.
20. To seize the historic opportunity of the new round of scientific and technological revolution and industrial transformation, China will work with Africa to accelerate the development of new high-quality manufacturing forces, jointly promote innovation and market application of scientific and technological progress, and push forward the full integration of the digital and real economies. Together, we will improve the global governance of science and technology and build an inclusive, open, equitable and non-discriminatory environment for the development of science and technology. We emphasise that the peaceful use of technology is an inalienable right granted by international law to all countries, and we support the UN General Assembly resolution 'Promoting international cooperation on the peaceful use of technology in the context of international security' to ensure that developing countries fully enjoy the right to the peaceful use of science and technology. We commend the UN General Assembly for adopting by consensus the resolution entitled 'Strengthening international cooperation in the field of artificial intelligence capacity building'. The African side welcomes China's Global AI Governance Initiative and the Global Data Security Initiative, and commends China's efforts to promote the rights of developing countries in the global governance of AI, the Internet and data. China and Africa agreed to join forces to stop the misuse of AI by adopting measures, including establishing a national code of conduct and expanding digital literacy. We believe it is important to place equal emphasis on development and security, further bridge the AI-digital divide, jointly avert risks, and explore the establishment of relevant international governance frameworks with the UN as the main channel.We welcome the Shanghai Declaration on Global AI Governance adopted at the World Conference on AI and the High-Level Meeting on Global AI Governance to be held in Shanghai in July 2024. We welcome the African Consensus Declaration on Artificial Intelligence adopted at the High Level Forum on Artificial Intelligence held in Rabat in June 2024.
IV GSI: providing a strong impetus for joint action by China and Africa to maintain international peace and security
21.We will remain committed to the vision of common, comprehensive, cooperative and sustainable security, work together to implement the GSI and work together in a timely manner to implement the consensus reached at the High-Level Meeting on "Building a Common Future of Durable Peace and Universal Security and Providing Strong Safeguards for Modernization". We will adhere to the resolution of African issues in an African manner and jointly implement the "Silencing the Guns in Africa" initiative.China will actively participate in mediating regional issues in hotspot areas when requested by Africa to actively contribute to peace and stability in Africa.
We consider the African Peace and Security Architecture to be a strong and ideal normative framework for addressing the peace and security challenges and threats facing the African continent and call on the international community to support this framework.Africa appreciates China's proposal on the Horn of Africa Peace and Development Outlook. We reiterate our readiness to strengthen the coordination of African peace and security affairs at the UN Security Council level and to protect our common interests. We reiterate the importance of peacekeeping and the role that UN peacekeeping operations play in ensuring peace and security in Africa and globally. China supports the funding of independent UN peacekeeping operations in Africa in accordance with UN Security Council Resolution 2719.We commend Africa's efforts to combat the growing scourge of terrorism in Africa, particularly in the Horn of Africa and the Sahel, and call for more global resources to be channeled to developing countries to help African countries, especially those affected by terrorism, strengthen their counter-terrorism capacity building. We reaffirm our commitment to address the emerging maritime security challenges facing African coastal states and to combat transnational organised crime such as drug, arms and human trafficking. China supports the AUDA-NEPAD initiative aimed at developing a programme focused on the triangular relationship between peace, security and development, and will support the AU Centre for Post-Conflict Reconstruction and Development in implementing these programmes.
22. We are gravely concerned about the serious humanitarian catastrophe in the Gaza Strip caused by the current Palestinian-Israeli conflict and its negative impact on global security and call for the full implementation of the relevant UN Security Council and UN General Assembly resolutions and for an immediate ceasefire and cessation of fighting. China appreciates the important role of Africa in efforts to end the conflict in Gaza, including efforts to achieve a cessation of hostilities, implement the release of hostages, and increase the provision and distribution of humanitarian assistance. Africa appreciates China's great efforts in supporting the just cause of the Palestinian people. We reiterate the critical importance of achieving a comprehensive settlement on the basis of a two-state solution and support the establishment of an independent State of Palestine, enjoying full sovereignty on the basis of the 1967 borders, with East Jerusalem as its capital, on the basis of which Israel and Palestine can live side by side in peace. We call for support for UNRWA in upholding its mandate to avoid the humanitarian, political and security risks that would result from any interruption or suspension of its activities. We support all efforts leading to a peaceful solution to the Ukrainian crisis. We call on the international community not to reduce its support and contributions to Africa because of the Palestinian-Israeli conflict and the Ukrainian crisis, and to actively support African countries in tackling food insecurity, climate change, the energy crisis and other global challenges.
At the GCI: Breathing vitality into China-Africa joint action to deepen dialogue between cultures and civilizations
23 We are ready to implement the GCI, to strengthen the exchange between civilizations and to strengthen the ties between our peoples. Africa highly appreciates the resolution entitled "International Day of Dialogue among Civilizations" proposed by China at the United Nations, and will work with China to promote respect for the diversity of civilizations, uphold the common values of humanity, appreciate the heritage and innovation of civilizations, and actively promote people-to-people exchanges and cooperation. China highly appreciates that the AU launched the Year of Education under the slogan "Educate Africa fit for the 21st century: and supports Africa in realizing the modernization of education through the China-Africa Cooperation Plan on Talent Development, China encourages its companies to provide more training and education opportunities for their African employees with diplomas. China and Africa support lifelong learning and will continue to strengthen cooperation in capacity building, including technology transfer and education and training, and jointly cultivate talents in all professions that can advance management capacity upgrading, promote economic and social development, enhance the effectiveness of scientific and technological innovation, and improve people's well-being. We will further expand exchanges and cooperation in areas such as education, science and technology, health, tourism, sports, youth, women, think tanks, media and culture to strengthen public support for China-Africa friendship. China supports the hosting of the 2026 Summer Youth Olympic Games in Dakar. China and Africa will strengthen exchanges in areas such as science, education, trade, culture and tourism.
24. We commend Chinese and African scholars for jointly issuing the Dar es Salaam African-Chinese Consensus, which puts forward constructive ideas on how to address current global challenges and builds consensus on visions and thinking between China and Africa. We encourage Chinese and African think tanks to strengthen exchanges and cooperation and share development experiences. We recognize cultural cooperation as a major lever for enhancing dialogue and mutual understanding among different civilizations and cultures. We support the development of friendly relations between Chinese and African cultural institutions to enhance cultural exchanges at the sub-national level and between nations.
VI FOCAC: overview and outlook
25. Since its establishment in 2000, FOCAC has focused on achieving shared prosperity and sustainable development for the peoples of China and Africa. Its institutional building has improved and practical cooperation within the forum has yielded remarkable results. It has become an effective and unique platform for South-South cooperation, providing a reference and vanguard for Africa's cooperation with the rest of the world. We highly appreciate the fruitful results in the follow-up implementation of the nine programmes proposed at the Eighth FOCAC Ministerial Conference in 2021, the Dakar Action Plan (2022-2024) of FOCAC, the Vision for China-Africa Cooperation 2035 and the Declaration on China-Africa Cooperation on Climate Change, which have served to develop high-quality China-Africa cooperation.
26. We commend the ministers attending the Ninth FOCAC Ministerial Conference for their dedicated efforts and excellent work.In the spirit of this Declaration, the Beijing Plan of Action (2025-2027) of FOCAC has been adopted and the two sides will work closely together for its consistent and full implementation.
