Members of the newly formed lower chamber of the Parliament of the Czech Republic - the Chamber of Deputies - witnessed the first significant procedure of the incoming parliamentary majority of ANO, SPD and the Motorists. In a secret ballot, the leader of the Freedom and Direct Democracy (SPD) party, Tomio Okamura, was elected Speaker of the House.
Okamura won with 107 votes out of 197 cast. He was opposed by nominee Jan Bartošek (KDU-ČSL), who was supported by 81 MPs. A minimum of 99 votes was required for election.
Okamura's election is the first key test for the incoming coalition of ANO 2011, the SPD and the Motorists for Ourselves movement. The election was linked in advance to a political agreement between these parties, confirming their parliamentary majority and their ability to push through a common candidate.
This result suggests that the new government formation can coordinate its actions and reach consensus even on issues of high symbolic importance. The Speaker of the House is the second highest constitutional office in the country, and his election is therefore seen as a stress test for any new majority. The incoming government has thus passed its first test.
What the election means for the running of the House of Commons
The office of Speaker of the House is one of the most important in the Czech constitutional system. The Speaker presides over the proceedings of the lower house, represents it externally and plays a key role in organising legislative work. The election of Tomio Okamura to this position also changes the relations between the various branches of power, as the post was won by a representative of a smaller coalition partner.
This raises questions about the style of leadership in the House - whether the Speaker will maintain his traditional neutrality toward the opposition parties or whether his actions will be more reflective of the SPD's political priorities. From a procedural point of view, however, his election may help to speed up the establishment of committees and simplify the discussion of government bills.
President invites Babiš to the Castle
President Petr Pavel has already invited ANO chair Andrej Babiš to Prague Castle next Wednesday to discuss the draft program statement of the future government that ANO is forming with the SPD and the Motorists for Ourselves movement. The president also wants to be informed about the steps Babiš, as a possible prime minister, intends to take in connection with the resolution of the conflict of interest law. The meeting was announced by the Office of the President of the Republic on the X network.
The meeting should confirm that the process of forming a new government is entering its final phase. The President announced that he intends to act with respect for the election result, but at the same time insists on clearly defining the rules that will guarantee transparency in the exercise of public power.
Responses and reactions
On the one hand, there is satisfaction among the members of the new coalition. They see the election of the Speaker of the House as a confirmation of internal cohesion and the ability to cooperate, which had been questioned before the elections. According to the representatives of the ANO and SPD movements, this was a signal that the government was prepared to manage the legislative process effectively even in the difficult post-election period.
On the other hand, the opposition has warned of the possible risk of a politician whose statements and opinions in the past have polarized society becoming the head of the Chamber. According to some opposition MPs, the Speaker should speak in a non-partisan manner and ensure a balanced representation of all currents of opinion, not just the interests of the ruling majority.
The election of the President of the Chamber of Deputies was the first test of the newly formed coalition - and it passed. Winning a majority in the secret ballot showed that the agreement between ANO, SPD and the Motorists for Ourselves has solid foundations. The result of the election also opens a new chapter in the Czech political scene, in which it will be necessary to see how the new government deals with crucial issues - from forming a cabinet to dealing with the conflict of interest of the ANO chairman. The President's planned meeting with Andrej Babiš will thus be another important step on the road to the formation of a new government of the Czech Republic.
