The foreign press agrees that the communiqu\u00e9 issued confirms the long-term strategy of political stability, technological independence and strengthening domestic consumption - key pillars of China's path to socialist modernisation.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Steady direction even in turbulent times<\/h3>\n\n\n\n<p>According to <strong>Associated Press<\/strong> i <strong>Financial Times<\/strong> the new plan does not represent a dramatic turnaround, but rather confirms <strong>policy continuity<\/strong>.<br>Professor <strong>Xin Sun<\/strong> of King's College London, stressed that the document \"reflects more continuity than change\". Similarly, <strong>Bert Hofman<\/strong> of the National University of Singapore, told the FT that China is tactically betting on stability - \"in a world full of upheaval, it continues to implement its socialist modernisation plan\".<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Technological self-sufficiency as an engine of development<\/h3>\n\n\n\n<p>Foreign media have also noted the growing emphasis on <strong>scientific and technological self-sufficiency<\/strong>. <strong>Reuters<\/strong> informed that the communiqu\u00e9 calls for building <strong>modern industrial system<\/strong> based on <strong>advanced manufacturing<\/strong> and to accelerate \"high-level scientific and technological self-reliance\". <strong>Financial Times<\/strong> added that China wants to significantly strengthen <strong>independence from foreign technologies<\/strong>, especially in response to <strong>restrictions by the United States<\/strong>. According to <strong>Business Standard<\/strong> the aim is to create new <strong>productive forces<\/strong> and achieve <strong>technological autonomy<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Recovery in domestic demand and consumption<\/h3>\n\n\n\n<p>Another issue highlighted by the media is China's efforts to <strong>boost domestic consumption<\/strong>. <strong>AP<\/strong> recalled government programmes such as <strong>subsidies for consumer credit<\/strong>, <strong>childcare packages<\/strong> or <strong>buy-back programmes for electric vehicles and appliances<\/strong>. These are to help stir up <strong>internal market<\/strong> and boost economic growth. <strong>Reuters<\/strong> i <strong>Business Standard<\/strong> pointed out that the emphasis on improving the living standards of the population and developing domestic demand was crucial for the long-term balance of the economy.
