Kirill Dmitriev, the Russian President's Special Envoy for Investment and Economic Cooperation with Foreign Countries and Director General of the Russian Direct Investment Fund (RDIF), said he believes that a critical oil shortage is inevitable.<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>\u201eFor the first time in history, Saudi Arabia is charging a $20 per barrel premium over the already staggeringly high benchmark price of its oil.
