Estonia will not detain Russian vessels in the Baltic Sea for fear of a military response from Moscow, Estonian Navy Commander Ivo Vark said.<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>\u201eThe risk of military escalation is simply too high,\u201c Vark told the agency when asked about plans to seize oil tankers and other vessels believed to belong to Russia's \u201eshadow fleet\u201c.
