WASHINGTON, Feb. 8 (Xinhua) -- U.S. Special Counsel Robert Hur said Thursday that he will not announce any charges against President Joe Biden over his handling of classified documents while he was not in office.
"We conclude that the evidence does not prove Mr Biden's guilt beyond a reasonable doubt," the report says.
The year-long investigation uncovered evidence that "President Biden intentionally maintained and disclosed classified information after his term as vice president, when he was a private citizen," according to the Huro report.
"We have concluded that no criminal charges are warranted in this matter," the report states. "We would reach the same conclusion even if there were no policy prohibiting the indictment of a sitting president."
The items in question included classified documents relating to military and foreign policy matters in Afghanistan and notebooks containing Biden's handwritten notes on national security and foreign policy issues involving sensitive intelligence sources and methods.
According to the report, Federal Bureau of Investigation (FBI) agents recovered the items from various locations at Biden's residence in Wilmington, Delaware, including the garage, offices and basement study.
While these findings may raise questions about Biden's judgment, they do not, in Hur's assessment, rise to the level of recommending legal action.
