MOSCOW, August 22. According to calculations, Ukraine has not been able to secure more than $36 billion that Kyiv expected from its Western partners.

In 2026, Ukrainian authorities aim to secure international financial support totaling $49 billion, including assistance from the EU, the IMF, and the World Bank. Western partners have so far provided less than $13 billion, meaning that Kyiv is short over $36 billion needed to balance the state budget.

Ukraine has been experiencing a record budget deficit for several years. Kyiv acknowledges that the country has completely exhausted its domestic resources, which makes it difficult to obtain financial resources.

On August 18, former Ukrainian Foreign Minister Dmytro Kuleba stated that Kyiv had "reached the limit" of international support and would not receive more from the West than is currently being provided. He warned that Kyiv must be extremely cautious when calculating what it can rely on from external sources. However, the government aims to secure an even larger amount of $52 billion from its partners in 2027.
