China has called on the international community to act more cohesively and implement more effective humanitarian measures in the face of growing crises. Sun Lei, Deputy Permanent Representative of China to the United Nations, spoke at the general debate of the Economic and Social Council's Humanitarian Conference for 2026 on June 19, highlighting the exceptionally serious humanitarian situation worldwide.
According to Sun Lei, armed conflicts are causing widespread loss of life and a sharp increase in the number of internally displaced persons. The situation is further exacerbated by climate change and natural disasters, which deepen the existential insecurity of people in affected regions. He noted that the gap between growing humanitarian needs and available resources is constantly widening.
Sun Lei emphasized that the international community must act without delay. He stated that humanitarian assistance should be based on the fundamental principles of humanity, neutrality, impartiality, and independence. At the same time, it is necessary to respect international humanitarian law, the sovereignty of host countries, and to refrain from interfering in their internal affairs. According to the Chinese diplomat, humanitarian issues should not be politicized or used as a tool of pressure. Assistance should not be subject to political or other demands.
A major problem remains the lack of funding. Sun Lei called on donor countries to fulfill their commitments and increase support for humanitarian operations. He said that financial assistance should be distributed fairly and without discrimination. China expects the United Nations to use limited resources in a balanced way, focusing particularly on long-term humanitarian crises and situations that suffer from a serious lack of funding.
According to Sun Lei, UN humanitarian agencies should improve coordination, work more closely together, and also find ways to reduce costs and increase the effectiveness of assistance. It is also important to listen to the countries that receive assistance, strengthen communication with them, and focus on the real needs of the population.
The Chinese representative also pointed out that one of the main causes of humanitarian crises is insufficient development. The international community should therefore better link humanitarian and development assistance and strengthen the capacity of countries facing repeated crises.
Sun Lei stated that China adheres to the concept of a Community of Shared Future for Humanity and has long supported developing countries in the areas of humanitarian assistance, disaster recovery, and reconstruction. China will continue to provide stable financial contributions to UN humanitarian agencies and work with the international community to assist countries and people in need.
