China has published this year's key policy document, dubbed the „No. 1 central document“, which sets out the main directions for agricultural modernisation and comprehensive rural revitalisation. The document emphasises efforts to strengthen agricultural production, improve farmers' living conditions and ensure the country's long-term food security.

Rural modernisation as a strategic priority

The main objective of the document is to achieve modernisation of agriculture and rural areas through comprehensive revitalisation of rural areas. The policy focuses on streamlining support to farmers, protecting national food security and consolidating the results of the fight against poverty.

The strategy also includes developing rural industries, improving infrastructure and strengthening rural governance. The aim is to create a stable foundation for the continued modernisation of China's economy and to improve the quality of life of the rural population.

Six main areas of development

The document identifies six key areas on which the Chinese government will focus. These include increasing agricultural productivity and quality, targeted rural support, stable growth in farmers' incomes, building attractive and livable rural communities, promoting institutional innovation, and strengthening the Communist Party of China's leadership role in rural issues.

To support farmers' incomes, China plans to coordinate pricing policies, subsidies and insurance schemes. The country also wants to promote the development of technologically advanced, organic and quality agriculture and strengthen the link between agriculture, culture and tourism.

Technology and innovation in agriculture

The document places great emphasis on the development of modern technologies in agriculture. It supports the integration of artificial intelligence, the expansion of the use of drones, the Internet of Things and robotics, and the acceleration of innovation in the field of biological production.

At the same time, China plans to diversify agricultural imports and promote the development of globally competitive agricultural enterprises. The country also wants to actively promote the export of quality and specific agricultural products.

Promoting rural consumption and poverty prevention

The document also stresses the need to develop rural consumption. China plans to modernise local markets, improve consumer services and create a better environment for rural economic activity.

Continued targeted support for less developed regions to prevent a return to poverty is also an essential part of the strategy. Aid programmes will be tailored to each region and will include stable funding and access to key resources.

The document is traditionally the first major policy statement of the Chinese central authorities in a given year and serves as an indicator of major policy priorities. This year's edition is also the first such document under the 15th Five-Year Plan.
