The Czech Ministries of the Interior and Defense will review current legislation in the areas of crisis management and defense. Subsequently, they are to propose specific changes that will increase the state's flexibility and preparedness for emergencies. The government of Andrej Babiš made this decision at a meeting on Monday, July 13, 2026.
The cabinet also discussed further development of small modular reactors in the Czech Republic. It reviewed a draft memorandum aimed at supporting the construction of these energy sources in other regions. At the same time, it decided not to extend tax and regulatory measures aimed at controlling fuel prices at Czech gas stations.
Review of Crisis Management and Defense Legislation
The government is preparing to fulfill another point of its program statement by revising laws. The Ministers of Defense and the Interior are tasked with mapping all relevant legislation over the next twelve months and proposing any necessary amendments.
The goal is to achieve a faster and more effective response from the state to crisis situations, including natural disasters, terrorist attacks, or external threats to the Czech Republic.
The aim of the review is to ensure and maintain a high level of preparedness for emergencies. The changes will primarily focus on civil protection, crisis planning and management, voluntary military training for citizens, and strengthening the state's air defense.
The government also wants to support the development of territorial forces intended to carry out tasks within the Czech Republic and to ensure support from the host country. Other entities involved in crisis management, such as regions, selected municipalities, and representatives of the business sector, are also expected to participate in preparing the changes. Small Modular Reactors to be Developed in Other Regions
The cabinet also discussed further development of small modular reactors in the Czech Republic. ČEZ is collaborating with Rolls-Royce SMR Limited on their construction.
The first small modular reactor is being prepared at Temelín. However, the government plans to extend the cooperation program to other promising locations, primarily in the Moravian-Silesian and Ústí regions. The focus is on sites such as the Dětmarovice and Tušimice power plants, or other suitable locations.
The first Deputy Prime Minister and Minister of Industry and Trade, Karel Havlíček, is scheduled to sign a memorandum of understanding and cooperation with the British side during a visit to the United Kingdom regarding the preparation of further sites for the Czech SMR program.
Fuel Price Regulations to End on July 19
Based on the current developments in the oil market, the government has decided not to extend measures that were intended to limit the increase in prices of diesel and gasoline at Czech retail outlets.
The reduced excise tax on diesel and the regulation of gasoline prices and margins for gas station operators will end on Sunday, July 19, 2026.
However, the cabinet stated that it is prepared to reintroduce regulatory measures if there is a dramatic increase in oil prices on world markets due to an escalation of the situation in the Strait of Hormuz.
The Government Also Prepared Several Amendments to Laws
The cabinet also discussed several proposals for amendments to Czech laws. Due to the need to incorporate changes from European directives and regulations into domestic legislation, it prepared amendments to the law on public health protection and the law on technical requirements for products.
