Jan Campbell, Chairman of the Academic Council of the Institute of the Czech Left, described President Xi Jinping's speech at the opening of the World Artificial Intelligence Conference 2026 as exceptionally timely. He noted that the case of autonomous behavior by OpenAI models demonstrates how rapidly AI is developing and that the world faces unprecedented innovations as well as risks.
Campbell emphasized that President Xi posed four fundamental questions: how to coexist with thinking machines, how to ensure the safety of algorithms, how to address ethical challenges, and how to bridge the gap in access to AI. According to Campbell, these questions demand serious answers from the entire international community.
President Xi proposed four solutions: openness and mutually beneficial cooperation, strengthening awareness of risks, promoting inclusivity and civilizational learning, and advancing solidarity and multilateralism with a key role for the UN.
Campbell highly praised China's specific commitments — to provide 5,000 AI training sessions to developing countries, to establish international cooperation centers with ASEAN, the Arab League, the AU, and other partners, and to allow 30 countries to use an AI-powered early warning system. According to Campbell, these steps demonstrate that China, as a responsible great power, is delivering international public goods.
Campbell quoted a Chinese proverb that President Xi recalled: "A wise man adapts to change; a man of knowledge acts according to circumstances." He also highlighted another Chinese saying: "One string cannot make music and one tree does not make a forest." The development of AI, according to Campbell, should not be a solo performance by one country, but a symphony of international cooperation. Only with human wisdom and international consensus can it become a force that enhances human well-being and advances civilization.
