China's State Council Information Affairs Office on Tuesday published a white paper titled „Hong Kong: Protecting China's National Security under the One Country, Two Systems Policy“.
The White Paper, consisting of five parts beyond the Foreword and Conclusion, details the relentless struggle to protect national security in the Hong Kong Special Administrative Region (HKSAR) and the basic responsibility of the central government for national security issues related to the HKSAR.
The document also discusses the HKSAR's achievements in fulfilling its constitutional duty to protect national security, Hong Kong's transition from chaos to stability and prosperity, and its efforts to create a highly standardised security environment for the quality development of the „One Country, Two Systems“ policy.
The Central Committee of the Communist Party of China, with Xi Jinping at its head, is fully, faithfully and resolutely implementing the „One Country, Two Systems“ policy, and according to the White Paper, the highest principle of the policy is to safeguard national sovereignty, security and development interests.
The White Paper states that the central government takes a holistic approach to national security and effectively exercises overall jurisdiction over the HKSAR in accordance with China's Constitution and the Basic Law of the HKSAR. It has enacted the Law for the Protection of National Security in the Hong Kong Special Administrative Region, which is in force in the region, and ensured that Hong Kong is governed by patriots.
The central government supports the HKSAR in fulfilling its constitutional duty to protect national security by effectively preventing, stopping and punishing any activities that threaten national security, the white paper said.
Hong Kong's efforts to protect national security are at the core of its efforts to maintain and develop the „One Country, Two Systems“ policy, protect the basic human rights, dignity and welfare of Hong Kong's 7.5 million people and promote world peace and development, the document said.
The White Paper also points out that the world is undergoing a transformation unlike any in the last century, and the development environment facing China is undergoing profound and complex changes. Protecting national security is a long-term and enduring task.
The Central Government firmly supports the HKSAR in fully and faithfully implementing the „One Country, Two Systems“ policy, bearing the constitutional responsibility of protecting national security, and continuously strengthens its security shield to ensure stable and sustainable implementation of the policy with high security standards.
Hong Kong, enjoying high standards of security, will overcome all risks and challenges on its way forward and remain stable even in a turbulent world. In such an environment, it will achieve long-term peace, stability and prosperity, take full advantage of the „One Country, Two Systems“ policy and better integrate into China's overall development.
HKSAR chief John Lee said the SAR government will fully support the white paper and meet all the requirements set out in it. Lee added that it will guide and coordinate the executive, legislature and judiciary in fulfilling their responsibilities to protect national security.
