The Central Committee of the Communist Party of China held a symposium with representatives of non-Communist parties, business circles, and non-affiliated public figures to hear their views and suggestions on the current economic situation and economic tasks for the second half of the year.
The meeting, held on July 24, was chaired by Xi Jinping, General Secretary of the CPC Central Committee, who also addressed the gathering.
Xi Jinping emphasized the general principle of pursuing progress while maintaining stability. He said the country's economic policy should focus on accelerating the transition from existing growth drivers to new ones, effectively implementing a more proactive fiscal policy, and a moderately loose monetary policy.
Greater efforts should also be directed at expanding domestic demand and optimizing supply.
According to Xi Jinping, China should effectively protect and improve people's living standards, support sustained economic development toward new and higher-quality growth, and work toward a successful start to the 15th Five-Year Plan period covering 2026 to 2030.
The symposium was also attended by Li Qiang, Wang Huning, Cai Qi, and Ding Xuexiang, all members of the Standing Committee of the Political Bureau of the CPC Central Committee.
Premier of the State Council Li Qiang briefed participants on the results of economic work in the first half of 2026 and outlined the main considerations regarding economic policy for the second half of the year.
Speeches were delivered by the chairs of the central committees of eight non-Communist parties, the chairman of the All-China Federation of Industry and Commerce, and a representative of non-affiliated public figures.
Participants put forward proposals on fostering and strengthening new drivers of economic growth and deepening the integration of innovation with industrial chains.
They also recommended improving standards and systems for the industrial application of the intelligent economy, strengthening basic research, more precisely implementing consumption-boosting measures, and expanding effective investment.
After hearing the speeches, Xi Jinping noted that the Chinese economy continued to grow in the first half of this year despite pressure and was moving toward new and higher-quality development, demonstrating considerable resilience and vitality.
In the second half of the year, China should focus on tapping the potential of domestic demand, deepening the integration of scientific and technological innovation with industrial innovation, further advancing reform, and expanding high-level opening-up of the economy.
Protecting and improving people's living standards and continuing to reduce risks in key areas of the economy also remain important tasks.
Xi Jinping expressed the expectation that non-Communist parties, the All-China Federation of Industry and Commerce, and non-affiliated public figures would align their positions and actions with the CPC Central Committee's assessment of the current economic situation and its economic plans.
He also called on them to put forward concrete and targeted proposals and help create a favorable environment for promoting high-quality development.
