Education must stop being subject to politicking. Schools and parents are often exposed in the media to all sorts of proposals and considerations that have not undergone the necessary professional discussion, yet are presented from various places, including the Ministry of Education.
Spending on education is not a debt, it is an investment in the future.
Our demands are legitimate - we are concerned about maintaining the quality of education for our children:
- prevent unconceptual interventions in the functioning education system;
- Avoid cuts to the education budget for 2024;
- not to allow the salaries of non-teaching staff and other teachers to be reduced in 2024.
The aim of the strike:
Prevent further cuts in education spending, which would undeniably negatively affect the quality of education. Lack of funds in schools would cause a significant decrease in the number of hours devoted to teaching, limit the possibility of schools to divide classes into groups in which education is more effective, increase the number of pupils in classes, limit the number of elective subjects, and threaten the existence of small classes.
Securethat the salaries of non-teaching staff and other teaching staff should not fall in 2024; that the salaries should not be used to cover sickness benefits.
Date of the warning strike: Monday 27 November 2023
A form of warning strike:
- A one-day work stoppage at all times (in facilities and operations where this is not possible, visibly support the protest).
When setting up strike committees, we recommend that the following procedure of preparatory work be followed
Establishment of strike committees that have not yet been established as a result of the previous call:
- Neither the organisation of the strike preparation nor the establishment of a strike committee is regulated by any legislation. It is therefore up to the will and decisions of those who wish to exercise their constitutional right to strike as to how they proceed.
- If the employer has a basic trade union, we recommend convening a membership meeting with the possible participation of all employees (not just union members) to discuss the involvement of the school (educational establishment) in the strike.
- If the employer does not have a trade union, the initiator of the strike shall call a meeting of all employees to discuss participation in the strike.
- To appoint a strike committee at this meeting. The number of its members and its competences are not regulated in any way; it depends on the decision of the collective of employees. Where a trade union is active, it is appropriate for the ZOOS committee to perform this function. It is not excluded that a contact person could be appointed instead of a strike committee. Where there is a trade union, it is practical for the chairman of the ZOOS to be this person.
- The strike committee or liaison person is to perform an information function towards the collective of employees and the employer, to call staff meetings as necessary, to be in contact with the employer and to take other necessary operational actions.
- Failure to appoint a strike committee or contact person does not mean that employees cannot participate in any strike. However, there is a risk of potential disputes with the employer.
The strike committees will be kept informed of the results of the negotiations by the management of CMOS PS. For this reason we ask you to send us the following information:
- the name and address of the school or educational establishment;
- contact name and email address.

Procedure in the event of a strike
The strike committee (contact person) shall notify the employer in writing at least 3 days in advance of the following information:
- when the strike will start and the expected duration;
- the reason and objectives of the strike;
- the names of the strike committee representatives or contact person who are authorised to represent the strikers;
- announce the number of workers who will take part in the strike.
At the start of the strike:
- give the employer at least one day's notice of the names of the employees who will take part in the strike;
- provide the employer with a list of the names of the workers who participated in the strike for the purposes of proper payment of salary.
Termination of the strike:
- notify the employer in writing without undue delay.
Employees may participate in a strike even if they do not give sufficient notice of their participation.
