On 3 December, the Central Committee of the Communist Party of China (CPC) held a symposium in Beijing with non-party experts to gather their views and suggestions on this year's economic situation and the economic work plan for 2026. The symposium was attended by representatives of the central committees of other political parties, representatives of the All-China Federation of Industry and Commerce, and non-party members.
The symposium was chaired by the Secretary General. Xi Jinping, who delivered an important speech. He emphasised the need to maintain confidence, leverage China's strengths, face challenges and maintain positive economic momentum to ensure a good start. 15th Five-Year Plan (2026–2030).
The symposium was also attended by Li Qiang, Cai Qi a Ding Xuexiang, members of the Standing Committee of the Political Bureau of the CPC Central Committee. Li presented an overview of this year's economic work and proposals for next year.
Non-partisan experts provided their views and suggestions on optimising the industrial structure, expanding domestic demand, opening up the market at a high level, improving the health and living standards of the population, and promoting high-quality employment.
After listening to their contributions Xi Jinping stated that the CPC has implemented active and effective macroeconomic policies this year and that the main goals of economic and social development are likely to be achieved. With the successful completion of 14th Five-Year Plan (2021–2025) China's economic, technological and overall national capacities have been significantly strengthened.
Xi praised the non-partisan experts for conducting thorough research on key issues of economic and social development and providing important input for the scientific decision-making of the CPC Central Committee.
According to Xi, economic work in 2026 must fully apply the new development philosophy, accelerate the creation of a new development model, promote high-quality growth, adhere to the principle of progress while ensuring stability, and coordinate domestic economic work with international economic and trade activities.
It is necessary to better align development and security, implement proactive and effective macroeconomic policies, target measures, expand domestic demand, improve supply and optimise resource utilisation. It is also necessary to develop new high-quality productive forces in line with local conditions, create a unified national market, prevent and reduce risks in key areas, and stabilise employment, business, markets and expectations in order to improve the quality of growth while increasing production accordingly.
Xi expressed his hope that non-partisan experts would actively contribute their ideas and efforts to the formulation and implementation of 15th Five Year Plan and combine their wisdom and strength to support sustainable and stable economic growth.
